The situation of soil pollution in China is becoming more and more serious,which poses a serious threat to the land use and human health.However,there is no effective index system of soil environmental risk assessment.Therefore,it is an urgent need to build a more scientific and comprehensive index system to objectively reflect the soil environmental risk situation in the assessed area and effectively control the environmental risk factors that cause soil pollution.Through consulting literature,this study analyzed the current situation of soil environmental pollution in China,summarized the main characteristics and sources of soil environmental risk,sorted out the commonly used quantitative and qualitative indicators and evaluation methods of soil environmental risk management and control,and optimized the indicators through consulting experts,respectively,constructed the index system framework of environmental risk management and control for development land and agricultural land.The index weight of each index was determined by the method of expert consultation and AHP.By referring to the relevant national and local standards,statistical data and experts score,the development land was divided into the first category and the second category of development land.The agricultural land was divided into vegetable land.paddy field,dry land and grass land/forest land,and the index benchmark values of different land types were determined.index of single factor,Nemerow index and comprehensive index were used to design a comprehensive evaluation method suitable for the index system,and the soil environmental risk was divided into three levels:"Low","Warning" and "Control".Index system of development land environmental risk management and control was applied to the environmental risk assessment of 0-80cm soil layer in light and heavy pollution areas of Jinan Steel Group Co.Ltd.The results showed that the soil environmental risk of both pollution areas were not optimistic.The four soil layers of 0?20cm,20?40cm,40?60cm and 60?80cm in light pollution area were all in the"Warning" of environmental risk.The three soil layers of 0?20cm,20?40cm and 40-60cm in the heavily polluted area were under "Control" of environmental risk,and the soil layer of 60?80cm was in the "Warning" of environmental risk.The environmental risk management and control index system of agricultural land was applied to the environmental risk assessment of agricultural products producing area soil in Dezhou and Weifang during 2015-1018.The results showed that the environmental risk of agricultural products producing area soil in Dezhou and Weifang during 2015-2018 was "Low”,and the soil environment of agricultural products producing area in the two cities was relatively safe.At the same time,the following suggestions are put forward for the construction of the soil environmental risk management and control system in China:improving the legal system guarantee,implementing classification management,building a digital information platform and multi-dimensional collaborative work.
