The concept of sustainable development requires people to pay attention to the coordinated and orderly development of economy,society,resources and environment,and to meet the needs of contemporary people for development without compromising the needs of future generations to meet future needs.The civil aviation industry is a capital-intensive,technology-intensive industry with high input,high fuel consumption and high environmental load.It is important for civil aviation industry to study evaluation method of the ecological efficiency and promote the sustainable development.Firstly,the paper sorts out the domestic and foreign literatures,summarizes and reviews the relevant ecological efficiency theory and evaluation methods.Secondly,starting from the sustainable development of the civil aviation industry,combined with the perspective of the civil aviation industry chain,the whole chain of civil aviation industry is classified into four major units including resources,operation,output and benefit.A total of 33 ratio indicators and 38 derivative indicators such as resource operation ratio,operating output ratio,output benefit ratio and efficiency indicators,are measured.Through correlation analysis,Results indicated the mileage,number of people,and number of routes have a significant impact on fuel consumption.The fuel consumption and the fuel consumption are characterized by the number of fuels and the fuel consumption.The 10,000-cycle fuel quantity and the number of airports show a quadratic curve relationship with the horizontal axis,indicating that the airport dispatch level has a significant impact on fuel consumption by affecting the flight delay and the number of alternates;the time series analysis found that from 2004 to 2016 The ecological efficiency of the civil aviation industry followed a parabolic development trend,,whose main impact factors includes market competition factors,uncoordinated resource inputs,uncoordinated passenger and freight transportation,and relatively lagging management levels.Thirdly,the data envelopment analysis method was used to study the variation trend of eco-efficiency in the two different scenarios including the constant input with variable output and the variable input with constant output.Results showed that the overall ecological efficiency of the civil aviation industry increased first,and then gradually decreased with the peak around 2011 and 2012.The bottleneck factors changed with time,sequentially followed by the number of aircraft,routes,routes and employees,and then to the number of airports.Fourthly,to reflect the systematic relationship between civil aviation industry and national economic and social development for science,the 2015 input-output analysis table was used to measure the "consumption coefficient" and "distribution coefficient",and carry out structural analysis of input and output,and correlation effects from the backward and forward asepects.Results indicated that the value creation of the civil aviation industry is 1.6 times as much as the resource consumption,which means the civil aviation industry has good ecological efficiency,which has the largest pulling effect on the manufacturing industry and the strongest driving effect on the tertiary industry.Finally,based on the results of eco-efficiency evaluation,a eco-efficiency evaluation index system was established,some specific detailed solution was proposed to promote eco-efficiency and control the decline trend of eco-efficiency for civil aviation.
