A Study On The Practical Logic Of Rural Residential Environment Improvement Under The Framework Of Effective-legality

As a kind of governance method adopted by the government when the governance resources are short and the governance tools are limited,it is widely used in reality.However,it is also widely criticized by the academic circles because of its obvious drawbacks.Therefore,it is an inevitable requirement for the modernization of the national governance system and governance capacity to promote the transformation of mobilized governance to long-term governance.However,we also see that when the grass-roots government realizes the importance of long-term governance,it still starts the governance with the mechanism of mobilized governance.After the remarkable effect of movement-style governance,it does not continue but turns to long-term governance.So,what is the practical logic that the grass-roots government has adopted these two governance mechanisms for governance?This is the problem consciousness of this paper.Based on the theoretical perspective of "the relationship between effectiveness and legitimacy" and the analytical framework of "effective-legitimacy",this paper discusses the practical logic of the mobilized governance mechanism and the long-term governance mechanism adopted by the rural grass-roots government in succession,taking the"100-day battle" of sanitation in the town of X in north China as an example.The study found that although the grass-roots government recognized the importance of long-term governance,in the severe environmental situation and complex rural situation,the rural living environment movement governance can create policy effectiveness,that is,the government's policy and will can bring about the efficient operation of the government and the healthy development of the society.On the one hand,the movement-type governance of rural living environment creates the effectiveness of the government by strengthening the responsibility,improving the mechanism,increasing the guarantee,enhancing the incentive and improving the assessment.On the other hand,by narrowing the distance between the cadres and the masses,the movement-style governance responds to the needs of the people and integrates with the people,thus creating relative social effectiveness.In other words,the government's will and policies to some extent bring about the development,equality and order of the rural grass-roots society.The policy effectiveness must accumulate the legitimacy of system deed,so the policy effectiveness of the rural living environment movement governance finally accumulates the legitimacy of system deed of the grass-roots government,that is,the specific governance behavior of the grass-roots government has been recognized by the public.However,the legitimacy of system deed is built on the basis of the public's recognition of the specific governance behavior of the government,it is unstable and unsustainable legitimacy,which may lead to the frequent use of movement governance by the grass-roots government,and it is difficult to accumulate the legitimacy of the system characteristics.The legitimacy of system characteristics is whether the public agrees with the institutional arrangement of state power acquisition,which is based on the stability of the system and is a more sustainable legitimacy.Under the trend of vigorously promoting the modernization of national governance system and governance capacity,the grass-roots government has taken several measures to carry out long-term governance of rural living environment.Long-term governance is based on institutional rules,based on value rationality,and based on multiple participation.It is more institutionalized,stable and long-term,and can create institutional effectiveness.The effectiveness of the system has strong stability and long-term applicability,so it can enhance the legitimacy of the system characteristics of the grass-roots government.
