The water diversion project plays an important role in regulating the surplus of water to achieve the rational development and utilization of water resources and the reasonable allocation.However,the implementation of the water transfer project on the one hand breaks the original ecological balance in the region,and damages the original ecological environment of the water source area and the water resources environment,thereby aggravating the contradiction between human activities and the natural ecological environment;In order to ensure that the water receiving area obtains sufficient and clean water resources,the water source area must increase investment in ecological environmental protection projects,restrict or even prohibit the development of related enterprises with severe pollution,which limits the economic development of the local area to a certain extent,and makes water sources The area bears huge external protection costs,aggravating the contradiction between the water source area and the water receiving area.Ecological compensation,as an effective economic means,aims to mobilize the enthusiasm of the ecological builders and environmentalists in the water source area,ensure the good operation of the water transfer project,and thus promote the coordinated development of the regional economic society and ecological environment.The article taking the JingYuan water source area of the water transfer project in south-central Ningxia is taken as the research object.Firstly,the sustainable development coordination ability of the water source area is evaluated.Focusing on the calculation of the ecological compensation amount of the Jingyuan water source area,the compensation amount sharing ratio between the water source area and the receiving area and the establishment of the ecological compensation mechanism are carried out.The main research work carried out is as follows:(1)Evaluation on the sustainable development ability of JingYuan water source area.The coordinated development of regional ecological environment and social economy is an important prerequisite for regional sustainable development.Based on the ecological environment,economy and social development of JingYuan water source area from 2008 to 2017,this paper uses entropy weight-coupling coordination degree model to qualitatively and quantitatively evaluate the sustainable development of water source area in recent 10 years.Its purpose is to fully understand the regional development situation and existing problems,and to provide reference for regional planning and development decision-making of water source areas.(2)The calculation of ecological compensation standard is the focus and difficulty of ecological compensation,and also the key to determine whether the ecological compensation mechanism can be implemented smoothly.Based on the existing research results and practical methods,this paper estimates the ecological compensation standard of JingYuan water source area in the south-central Ningxia water transfer project from different angles such as the cost of ecological protection in the water source area,the economic affordability of the water receiving area,the value of water resources,and the value of ecosystem services.Finally,based on the comprehensive balance,the compensation amount is recommended,which is based on satisfying the interests of both the supply and demand sides and is capped by the average value of the market value and ecological value of water resources.(3)The scientific and reasonable sharing of ecological compensation between the water source area and the water receiving area will directly affect the smooth implementation of the ecological compensation work in the water source area.In this paper,when determining the ecological compensation sharing amount of the JingYuan water source area of the central and southern water transfer project in Ningxia,three ecological compensation amounts,namely,single index method,comprehensive index method and dispersion leveling method,were established according to the methods of water project cost allocation and water environment allocation Sharing model,and research and analyze the results of each sharing.Finally,based on the calculation results of the dispersion average method,it is recommended to share the proportion of ecological compensation between the water source area and the water receiving area.(4)Discussion on ecological compensation mechanism for JingYuan water source area of water transfer project in central and southern Ningxia.Including the principle of ecological compensation mechanism construction,the division of compensation subject and object,as well as the vertical financial transfer and horizontal financial transfer in the compensation mode.
