The new material industry is the leading industry of the national economy,which is also a vital guarantee for the manufacturing power and the development of the national defense industry.Moreover,it is one of the key areas of international technological and industrial competition nowadays.As a strategic emerging industry that our country has attached great importance,the new chemical material industry is a crucial branch of the new material industry,and it is the most dynamic and developmental field in the basic chemical industry.With the acceleration of the global emerging high-tech industry development and the high-tech development of traditional materials,the market demand for the new chemical material industry has been growing rapidly under the need for high-quality development of the national economy.The application fields and the space for development also will continue to expand in this industry.This article aims to study the cost decision model of the new chemical materials project park.From the perspective of the full life cycle cost of the project it refers to domestic and foreign relevant literature and theoretical research.Through the investigation of various parks and enterprises,the influencing factors for the selection of new chemical materials project parks are screened.Through the questionnaire survey,the composition and characteristics of cost influencing factors are obtained through collation and analysis,and the quantitative analysis of cost influencing factors is carried out through the technical and economic evaluation method.At the same time,the questionnaire survey method was used to obtain the eight key factors forming a set of the cost influencing factors of the park selection.Through expert consultation and scoring method,the evaluation,assignment and weighted evaluation of influencing factors are carried out.Analytic Hierarchy Process(AHP)and random consistency analysis are used to obtain the weight of key factors coefficient.Then the single factor fuzzy comprehensive evaluation method is utilized to establish the park selection cost decision model and evaluation index system.Finally,through the actual case selection of the new chemical materials(ABS modified materials)project park,a comparison of economic and technical indicators such as static investment payback period and internal rate of return was used to verify the selection results of the case project park,and a good conclusion was obtained.For the purpose of researching the cost decision model on park selection for new chemical material projects,this paper will analyze the composition and characteristics of factors influencing the selection from perspective of full life cycle.The method of single factor fuzzy comprehensive evaluation and questionnaire survey will be used to screen the sensitive factors that affect the choice of the park.This also will combine with the expert consultation.Furthermore,the influencing factors will be given index value and proportional weight,and the park selection radar distribution model and evaluation index system will be established.At the same time,on the basis of actual cases of selecting parks for new chemical materials(ABS modified material)projects,this paper will use static payback period and internal rate of return as the indicators of full life cycle to verify the cost of park selection and a satisfactory result will be obtained.This paper aims to establish a park selection model and evaluation index system through scientific research methods.The objects include realizing the optimization of the new chemical material project park selection plan and minimizing the total cost of the project throughout its life cycle.It will provide data support and reference basis for investment decision-making research of the new chemical material project park selection.
