Mountain ecological environment quality evaluation is the important foundation to realize the economic and social sustainable development on mountain town. In recent years, with the acceleration of urbanization, the agricultural land fell sharply, in order to better protect the agriculturalland, the urbanization need to move closer to the mountain to exploit proper mountain region. During the mountain construction, in order to make better use of natural resources, protect eco-environment, timely and properly to carry out the ecological environment evaluation on mountain will have important meaning to better protect the mountain eco-system, maintainthe harmonious development between mankind and nature.In the paper, the study area is the Dali Eastern town which is a typical mountain town area in Yunnan province, This article select the nine indicatorswhichwereland ecological environment, aquatic ecological environment, land resources, soil and water conservation, landscape, water environment, air environment, noise environment, solid waste as the parameters of evaluation model of the Analytic Hierarchy Process(AHP), the distributed maps of raster respective factors whose grid size were 10m×10m were obtained by computed and standardized according to the data processing function of GIS approach, And it were integrated in the same space geographic coordinate system, Then the eco-environmental quality was evaluated by relative data overlay analysis referring to the model. On the basis of which, the grades of eco-environment quality were classified and the ecosystem services value by evaluated by the ecological value theory basing on the LUCC, Finally,the reasonable eco-environmental advices were proposed for the planning construction of Dali Eastern town. The relating results will provide the scientific references for the implement of the “mountainous town” policy in Yunnan and the decision-making of relating departments. The results showed as follow:(1) The distributed map of the plannedeco-environmental quality in Dali Eastern town was obtainedby the study in the domestic and the unit value which wasevaluated by the eco-environmental assessment model, the eco-environmental value divided into five levels in accordance with the principles and methods of the evaluation indexes, through which, the level of the eco-environmental quality in Dali Eastern town was evaluated. The results showed that: the average eco-environmental quality index was 0.534 and it belongs to the Ⅱ(well) grade, The level of Ⅰ(option), Ⅱ(well), Ⅱ(general), Ⅳ(poor), Ⅴ(bad) area respectively was 5.9127 、10.0294、9.2892、5.6487、0 km2,and the area ratio respectively for 19.15%、32.47%、30.08%、18.29%、0%.(2) From the eco-environmental quality distributed maps and the town spaceplan layout to “One axis and two wings, Double loop linkage, Green veins through, Landscape layout” in Dali Eastern town, we can get that: its eco-environmental quality belongs to Ⅱ(well) grade on “One axis and two wings”, its eco-environmental quality in the inside loop belongs to Ⅲ(general) grade, while the outside loop belongs to Ⅱ(well) grade on “Double loop linkage”,its eco-environmental quality most belongs to Ⅲ(general) grade except that the southern aisle belongs to Ⅳ(poor) grade on “Green veins through”, its eco-environmental quality belongs to Ⅳ(bad) grade for most group node on “Landscape layout”. Totally, the eco-environmental quality was shift from the focus to southeast area, the condition of the eco-environment transit from option to bad and slowly weakens.(3) The ecosystem services values of Dali Eastern town was decreasing from 81.96×106 Yuan to-15.76×106 Yuan basing on the Land use and land cover change(LUCC) ecosystem services values thesis after planning construction, the reducing amount was 97.72×106 Yuan, The reason of that the study ecosystem services values perform the negative is due to large amount ecological land transit into construction land which is negative in aspect of the ecosystem services values. Generally, the reducing area in grass land, forest land, garden land lead to the extreme decline for the ecosystem services value, and the main area is the grass land, the construction area ratio increasing from 8.08% to 64.85% after plan construction, which is further decline the total ecosystem services values.According to the research,the paper made someadvices for the conditions of the planning construction in Dali Eastern town, which are strengthen the ecological services functions, save intensive land; insist to the person-oriented spirit in town space layout and highlight the key areas; control strictly the plot ratio of building in the land planning construction and enhance the green development; and make positively the ecological tourism develop and optimize the environmental quality and so on. It will provide the scientific inferences for the land sustainable use and the eco-environmental improvement in the Dali Eastern town.
