With the improvement of people's living standard,the demand of livestock breeding products has continued to grow,and the livestock breeding industry has been driven to develop continuously.The livestock breeding industry is not only the pillar industry of our country,but also the main source of the basic industry and the meat product of the people's livelihood.However,the livestock breeding output and output value of our country increase year by year,and the livestock breeding industry is also transformed into a modern,intensive and large-scale cultivation mode by a traditional and extensive type of loose-breeding method.In the process of large-scale cultivation,the livestock breeding industry mainly faces the increasingly serious environmental pollution problem,and the future Chinese livestock breeding should depend on the input factors to increase and ignore the ring The traditional production model of the environment constraint is changing to the sustainable development mode of the whole-factor productivity enhancement and the environment-friendly type,and the emphasis on the environmental factors is particularly important for the rigid constraint of the development of the livestock breeding industry.This paper first introduces the research results on the measurement of environmental efficiency at home and abroad,as well as the theory of sustainable development of agriculture,the theory of circular economy,the theory of agricultural ecology,and the theory and method of efficiency measure.The present situation of livestock breeding in China is summarized in three aspects.Then,the data envelopment analysis(DEA)is used to construct a non-radial non-angular window type SBM model.The input of the labor force,the investment of capital as the input factor,the output value of the livestock and the livestock industry as the desired output factor and the gross output value of the livestock and poultry industry are used as the non-radial non-angular window type SBM model.It is expected that the environmental efficiency of the livestock and breeding industry in China is 0.530,the environmental efficiency of Beijing,Jiangsu,Tibet and Xinjiang is high.The environmental efficiency of Shanxi province is the lowest,and the environmental efficiency of the livestock breeding industry is ranked as the eastern area> central area> western area.Then,the influence factors of the environmental efficiency of the livestock breeding industry in China were analyzed by the Tobit model,and theeconomic development level,the industrial structure,the endowment structure,the education degree,the pig and the cattle of the livestock breeding industry were selected.The animal husbandry of sheep and poultry is the influence factor of the environmental efficiency of the livestock breeding industry,and the Tobit model of the random effect is used to analyze that: at the significance level of 10%,the economic development level,the endowment structure and the environmental efficiency of the livestock breeding industry are positively related;and the industrial structure,The feeding amount of the sheep and the feed of the poultry are not obvious to the environment;the education level of the technical personnel and the feeding amount of the cattle and the cultivation amount of the pigs are negatively related to the environmental efficiency of the livestock breeding industry.According to the above research results,some policy suggestions are put forward to improve the environmental efficiency of livestock breeding industry in China: by balancing the contradiction between the scale of raising and environmental pollution,changing the mode of production and management of livestock breeding industry,improving the level and coverage of technical extension facilities,and vigorously developing low-carbon breeding technology,the environmental efficiency of livestock breeding industry has been improved.
