The 2030 Agenda for Sustainable Development proposes that each country should implement the concept of green innovation and achieve social,economic and environmental sustainable development.As China's core industry,the green innovation transformation of the manufacturing industry is of great significance for China's sustainable development.The well-being of mankind is the goal of the development of green innovation,but at the same time,the development of green innovation also depends on the support of talents—the carrier of knowledge,skills,and experience.Human capital has promoted economic and social development and is an indispensable key factor in the process of manufacturing green innovation transformation.Green innovation activities in manufacturing industry rely on the basic environment and support of green innovation system.Therefore,this article aims to explore the factors affecting the innovation performance of China's manufacturing green innovation system from the perspective of human capital.This article first explains the connotation of human capital,and according to the different ways of obtaining divide human capital into three dimensions: educational human capital,healthy human capital,and skilled human capital.On the basis of analyzing the subject,object,function and environment of green innovation system in manufacturing industry,the connotation of the innovation performance of the green manufacturing system is put forward.Linking human capital with the innovation performance of China's manufacturing green innovation system,analyzing the impact mechanism between the two,as well as the mediating mechanism of technological progress in the relationship between human capital and the innovation performance of China's manufacturing green innovation system and the regulating mechanism of fiscal expenditure in the relationship between humancapital and technological progress,puts forward the research hypothesis and establishes the conceptual model.Secondly,on the basis of determining the selection and measurement of each variable,this article according to the connotation of the innovation performance of China's manufacturing green innovation system,an innovation performance evaluation index system for China's manufacturing green innovation system is established from the perspective of input-output.The evaluation model of the innovation performance of China's manufacturing green innovation system based on DEA-BCC model,as well as the main effect test model,the mediation effect test model of technological progress and the regulation effect test model of fiscal expenditure for empirical tests are constructed.Thirdly,this article takes green innovation system of paper industry as the research object,and an empirical test of the research hypothesis is carried out.Finally,this article analyzes the results of the empirical study and puts forward some constructive countermeasures to improve the innovation performance of green innovation system in paper industry in China.This article provides a new path for the research on the influencing factors of innovation performance of manufacturing green innovation system,enriching the theoretical basis of innovation performance of green innovation system in manufacturing industry.It has certain theoretical and practical significance for China's manufacturing to enhance its own competitive advantage,reduce resource exhaustion and environmental pollution,and build an ecologically harmonious society.
