Study On The Current Situation And Countermeasures Of The Laws And Regulations System Of Heilongjiang Province In The Field Of Work Safety

In the field of work safety,a sound legal system is a prerequisite of law and order.The study of laws and regulations in the field of work safety is a significant part of work safety research and the main content of safety discipline.Establishing and improving the system of work safety laws and regulations has played a significant role in promoting the operation of work safety,reducing work accidents,and protecting the lives and property of the people.China's legal goal is to establish a mature and complete system of laws and regulations in various fields.However,in our province,the system of laws and regulations in various fields is still under construction,especially the field of work safety.The legal and regulatory system needs to be strengthened.This thesis takes as its research object Heilongjiang Province's legal and regulatory system in the field of work safety,builds a GT model of laws and regulations,investigates the operational status of regulations,and conducts a research into the status quo of the system and correspond countermeasures.First of all,on account of current situation of domestic systems of laws and regulations,the GT model containing scaling parameters and hierarchical stability is proposed.The scaling parameter between levels of laws,regulations and rules of the GT model will be confirmed through linear fitting analysis method based on the number of laws and regulations in the current perfect systems.Supporting efficiency can be achieved by tapping and exploring the supporting situation that Lower-level Law acts on Host Law on the subject through the texts to amend the theoretical model.The reliability of the GT model can be proved through case study.Secondly,field research and expert interviews about the current laws and regulations applied in the product field in Heilongjiang Province were carried out to be compared with the result of the GT model.The present paper inputs the data of current laws andregulations applied in the product field in Heilongjiang Province into the GT model,analyzes them from two aspects which contain the number of levels and content identification and support to explore the relationship between the number of actual laws and regulations and the ideal number calculated from the GT model.This paper also analyzes the supporting efficiency between levels of laws,regulations and rules from the aspect of content identification to compare with the ideal supporting efficiency in order to obtain theoretical analysis of the result.The obtained theoretical result and the suggestions from the expert interviews are corroborated to find the relevant problem.Finally,suggestions to improve the countermeasures and to perfect the systems are put forward by focusing on the problem after the analysis.
