Research On Obstacles And Countermeasures Of Vertical Management Reform Of County-level Environmental Protection Institutions

With the increasing attention paid to the construction of ecological civilization in China,the malpractice of environmental protection management system has been increasingly prominent for a long time.The local and decentralized nature of environmental protection supervision makes it difficult for local governments and their relevant departments to achieve good supervision and management,and at the same time,cross-basin and cross-regional environmental problems cannot be properly solved.Therefore,holds the 18 th session of fifth plenary session of the central committee of the communist party of China in explicitly put forward a point of view,namely the promotion below the provincial environmental protection agencies monitoring and supervision law enforcement vertical management system,this system can effectively solve the current environmental protection system of impotence,law enforcement is lax,refrain from punishing law-breakers,resource allocation imbalance,local intervention and other unhealthy,strengthen unity,authority and effectiveness of environmental regulation.This paper makes a comprehensive use of literature analysis method,field research method and statistical analysis method to explore the problems and causes in the reform of the vertical management system of monitoring,supervision and law enforcement of environmental protection institutions at the provincial level.Through a large number of domestic and foreign literature reading,understand the reform situation and status quo of other vertical management reform departments in China and the practice experience of foreign vertical management.Jiashan county,the only nationally named "demonstration site for scientific development in county areas",is taken as the research object.Through the questionnaire survey,the cognition of the masses on environmental problems,the effect of comprehensive improvement and the satisfaction with the ecological environment are understood,and the mass foundation of vertical environmental protection management is comprehensively analyzed.In addition,the fundamental reasons and major problems hindering the reform process are analyzed and studied in depth through the exchange and discussion among environmental protection staff.Finally controlled jiashan county environmental protection departments vertical management problems existing in the reform,combined with domestic vertical management reform in the beneficial experience,explore new optimum path of reform,in the further practice should further perfect the reform of the security system,speed up the formulation "responsibility list",to set up the evaluation system,build the supervision system,strengthen personnel training and improve the team construction,etc.We should not only implement the general principles of reform,but also actively innovate and explore models suited to the local environment.
