In recent years,environmental protection industry in China has witnessed rapid development and fierce market competition instead of the monopoly.In the final analysis,the key to competition of modern enterprises is talents.The research object of this thesis is Y company,a state-owned environmental protection enterprise in Guangdong Province.The company has to manage a large number of new and old employees and is faced with the imbalance of economic development between different regions and the rapid upgrading of new environmental protection technology and process brought by industrial transformation and upgrading.As a result,it is necessary for Y company to establish a learning organization and cultivate the inter-disciplinary employees needed for the development of enterprises.In this way,the enterprise can adapt to the changes of the environment and market quickly.Guided by relevant theories of learning organizations,this research makes a detailed explanation of the foundation and development,basic concepts and characteristics,functions and significance of learning organizations,and lists the construction models of classic learning organizations at home and abroad.On this basis,the thesis firstly analyzes the external and internal environment of Y company for the necessity and feasibility of constructing learning organizations.Secondly,this thesis,through research methods including interview and questionnaire,carries out multi-level and multi-dimensional research on the development strategy,corporate culture,organizational structure,business process and existing training system of Y company.Then,it focuses on problems,narrows the gap,clarifies the development direction,and specifically designs the mechanism of constructing learning organizations.The mechanism includes five parts: objective management,guarantee,promotion,control,and feedback and evaluation.Finally,this thesis discusses how to carry out real application after the construction of Y company's learning organization.The first step is to organize the learning system;the second step is to strengthen knowledge transformation and technological innovation;the third step is to combine learning activities with human resource management;the fourth step is to promote the construction of corporate culture for the learning-oriented culture atmosphere.This thesis hopes that through the construction and application of the learning organization,Y company can rely on its rich project resource in the province and use flexible action learning and effective knowledge management to empower the project team.In this way,the company can solve problems and secure learning and development.With the steadyincrease of business volume,it can accelerate the transformation to high-quality development and continuously promotes its core competitiveness.At the same time,the author hopes that this thesis can have reference significance for peer companies engaged in environmental protection technology services or similar outsourcing service projects when they carry out learning and practice of establishing learning organizations.
