Research On Value-for-money Evaluation Of Wastewater Treatment PPP Projects Based On Satisfaction Survey

With the acceleration of urbanization in China,the demand of urban population for wastewater treatment plants is increasing day by day,and the Public-Private Partnership(PPP)model has become the main mode of wastewater treatment plant construction.The value-for-money evaluation is an important criterion for the adoption of PPP model.Through the questionnaire survey,it can be found that the satisfaction of some evaluation indexes in wastewater treatment PPP projects is relatively low.Taking HZ project as an example,the paper proposes corresponding suggestions and countermeasures to improve the satisfaction of value-for-money evaluation in order to further promote the development of PPP projects in China.Through the analysis of the value-for-money evaluation process of HZ project,the shortcomings in the value-for-money evaluation work are discussed and corresponding suggestions and countermeasures are proposed.The shortcomings in the qualitative evaluation process include unclear content of evaluation indicators,lack of objective test of qualitative analysis results,and lack of basis for the design of indicator weights.Accordingly,the proposed countermeasures are:first,increase the secondary indicators and evaluation content.Second,introduce the concept of dispersion and verify the stability of expert scoring by using dispersion correction coefficients.Third,the entropy value method is introduced to redefine the index weights and analyze the influence of the evaluation index weight settings on the qualitative evaluation results.In the quantitative evaluation,the sensitivity analysis of key factors is added for the lack of key influencing factors,so that decision makers can control the influence of sensitive factors on the evaluation results and strengthen the guiding significance of the evaluation results.Comprehensive analysis of qualitative evaluation and quantitative evaluation conclusions,redefine the evaluation conclusion judgment criteria,and re-evaluate items that do not meet the criteria in the procurement stage,so that quantitative evaluation becomes a dynamic analysis of evaluation.Taking the HZ project as an example,we put forward targeted suggestions and countermeasures for the indicators of low satisfaction of value-for-money evaluation,which have strong reference and value for improving the value-for-money evaluation system of the existing PPP projects in China.
