Research About Zhanghe River Illegal Sand Mining Management

Water is basic natural and strategic economic resource,it is controlling factor of ecology and environment.Rivers are an important path of hydrological cycle on the earth,important carrier and component of water resource,channels for sediment,salt and chemical elements to enter lakes and oceans.Zhanghe River is a tributary of Zhangweinan Canal System in Haihe River Basin of North China,an important water source in the border areas of Shanxi,Henan and Hebei,which is responsible for the water supply task of industrial and agricultural production and people’s living water.Since the nineties of the 20 th century,the social and economic development of Hebei Province has been rapid,especially the increasing demand for sand and other basic building materials from the economic departments represented by the construction didustry and transportation industry,which has led to the increasingly indiscriminate mining of sand of Zhanghe River.Sand and gravel are important barriers to buffer river flow,conserve water source and protect embankment.For a long period,sand mining intensifies the scour of the river on the levees and other water conservancy projects,increases the risk of the levees and other flood control projects being destroyed during the flood period,and poses a serious threat to the lives and property safety of the people on both sides of the Zhanghe River.Therefore,it is urgent to solve the problem of illegal sand mining in Zhanghe River from the root,so as to protect the safety of Zhanghe River embankment and the position of water source.This paper analyzes the internal mechanism of illegal sand mining in Zhanghe River,and points out that illegal sand mining in Zhanghe River is an inefficient activity of sand resource allocation activity,which is regulated by the price mechanism of market economy.The root cause lies in the unbalanced and inadequate structural contradiction in the supply and demand relationship of sand and stone.Based on the theory of governance,this paper points out that we should make full use of the market and government means to resolve the structural contradictions in the imbalance between the supply and demand of the river sand from both sides of the demand side and the supply side,so as to thoroughly solve the problem of illegal sand mining in Zhanghe River.
