Research On The Influence Of Environmental Regulation And Technological Progress On The Growth Efficiency Of Green Economy

Since the reform and opening up,China’s industrialization system has been rapidly improved,the level of urbanization has been promoted to a new level of development,and the economic level has been significantly improved.But for a long time,the extensive economic growth relying on quantity investment has also brought huge costs for environmental governance.The contradiction among resources,economy and social development is becoming more and more prominent.How to improve the efficiency of green economic growth under the premise of environmental protection has become a new development demand of China’s current high-quality economic development stage.Therefore,this paper starts from the regional economic circle,takes the Northwest Economic Circle as the research perspective,brings the environmental protection and the development of green economy into the traditional economic growth efficiency analysis framework,systematically combs the green economic growth efficiency mechanism of the Northwest Economic Circle,and discusses the environmental regulation,environmental protection and environmental protection of the Northwest Economic Circle This paper uses SBM model and Malmquist Luenberger productivity index to measure the green total factor productivity of Northwest Economic Circle from 2004 to 2018,and uses panel model to empirically test the technology intermediary role of environmental regulation in promoting green economic growth efficiency of Northwest Economic Circle:From 2004 to 2018,the average green total factor productivity of Northwest Economic Circle increased by 9.2%,and the change of technological progress and green total factor productivity showed a synchronous trend,which indicated that technological progress was the leading factor of green total factor productivity of Northwest Economic Circle.In the analysis of regional differences,the average ranking of green total factor productivity of provinces and cities in the Northwest Economic Circle probably reflects this rule: the capital cities with better economic development and cities with rich tourism resources have better green total factor productivity ranking,while the cities with lower ranking are mostly industrialized cities and resource-based cities whose environmental resources have been seriously damaged.In order to further analyze the influencing factors of green economic growth efficiency in the Northwest Economic Circle,this paper uses the three-step method of empirical test of intermediary effect to establish a panel model,and empirically tests the intermediary role of technological progress in the process of environmental regulation on green economic growth efficiency in the Northwest Economic Circle,indicating that environmental regulation stimulates enterprises’ R & D investment,thus promoting green technological progress,Green technology progress also acts on economic activities and environment,and improves the efficiency of green economic growth.This paper tests the samples from different provinces and autonomous regions,and finds that environmental regulation plays an intermediary role in the efficiency of green economic growth.However,the mediating effect shows spatial heterogeneity.Therefore,each government in the Northwest Economic Circle must adjust measures to local conditions and formulate environmental regulation policies consistent with the regional status quo,so as to force regional green technology innovation,promote economic development and effectively promote the improvement of green economic growth efficiency.Based on the above conclusions,this paper puts forward policy suggestions: first,change the mode of economic growth and adopt the green GDP accounting system.Second,strengthen the environmental protection responsibility of enterprises and stimulate the public awareness of environmental protection.Thirdly,we should innovate the governance system and operation mechanism of environmental regulation and give timely feedback on the governance effect.Fourth,promote clean technology innovation and accelerate the green upgrading of industry.From the perspective of environmental regulation,this paper explores the policy path for the improvement of green economic growth efficiency in Northwest Economic Circle.
