Sulphur oxides(SO_X),as one of the major air pollutants from ships,not onlypollute the atmospheric environment,but also endanger human health.In recent years,the issue of its control has attracted worldwide attention.International maritimeorganization(IMO)control the international ships SO_X emissions mainly through the limit of sulfur content in marine fuel oil,gradually set up four more strict control of sulfur Emissions Control Area(ECA),and recently issued the"2020 global sulfurrestriction order",which has taken effect on international ships since January 1,2020.With the revision and release of China's Atmospheric Pollution Prevention Law and the Implementation plan of ship emission control areas in recent years,the legal system for the control of ship air pollutants has been preliminarily completed,and the control requirements are basically consistent with those of the international community.However,due to the practical problems such as late establishment of control system,late start of control measures,not yet apparent control effect and lack of controlexperience,there are a series of problems in the control measures of ship SO_X emissions in China that need to be solved urgently.This paper takes Taicang port,the largest foreign trade port in the Yangtze river,as a case,with the New Public Service Theory and Management Game Theory,which are closely related to ship SO_X control as the theoretical basis,this paper expounds thedomestic and foreign ship legal basis and policy measures of controlling SO_X,analyzes the SO_X control agencies,regulatory measures,the administrative law enforcement and security situation,points out the control problems of ship SOX:first,the legal basis is defective;second,the government supervision is insufficient;third,the shippingenterprises responded negatively;fourth,the third party service guarantee isinsufficient;fifth,the supervision mechanism is not sound.The main causes of theabove problems include:the policy formulation is too hasty,the government agencies have not formed the supervision joint force,the guarantee incentive policy effectiveness is insufficient,the shipping companies are by nature profit-seeking and the supervision concept is relatively backward.Based on the experience of international advanced management and control and the reality of Taicang port in China,this paper puts forward some suggestions forimprovement:firstly,accelerate the construction of laws and regulations;second,strengthen the coordinated supervision and governance;third,rationally apply theincentive policies;fourth,explore and promote the market mechanism;fifth,establish and improve the supervision mechanism.Based on the fact that it is still a short time for China to implement the control measures of sulphur oxides from ships,some measures have not been effective,under the circumstances of less relevant empirical research,it has certain reference significance for the improvement of China's ship sulphur oxides policy and the supervision of sulphur oxides in Taicang port and other large ports.It can also provide some support for China's application to become a IMO Emission Control Area.
