Study On Mid-term Performance Evaluation Of PPP Project Of Urban Sewage Treatment Plant

The mid-term evaluation of PPP(Public Private Partnership)projects aims to conduct a phased evaluation of running PPP projects,examining the implementation status of PPP projects,including contract performance,project management,government regulation,and project performance.The significance of mid-term evaluation lies in comparing the deviations between the project operation stage and the project identification and procurement stage,timely identifying problems or deficiencies in the project operation,performance management of both parties,and adjusting from various aspects of project contract and supervision management,in order to better achieve the expected performance goals.This article measures the PPP project of sewage treatment plants by constructing a mid-term evaluation system,evaluates its mid-term execution status,promptly identifies deficiencies in the project operation process,and puts forward reasonable suggestions.Continuously improving the theoretical system of mid-term evaluation of PPP projects has important value and significance for the sustainable and healthy development of PPP projects in the sewage treatment industry.This article combines the relevant policies and regulations of mid-term evaluation of PPP projects and the relevant experience of sewage treatment plant PPP projects to construct an evaluation index system and evaluation model for sewage treatment plant PPP projects.This article mainly focuses on three aspects of research.Firstly,the construction of a mid-term evaluation index system for PPP projects.Several secondary and tertiary indicators are extracted from four dimensions: project contract execution evaluation,project operation status evaluation,project company management evaluation,and government supervision evaluation to establish a mid-term evaluation index system for sewage treatment plant PPP projects.Secondly,construct a fuzzy comprehensive evaluation model and use Analytic Hierarchy Process to assign weights to the indicator system.After determining the weight of the indicators,the success evaluation method is used to score each indicator of the project and determine the membership degree.Starting from the three-level indicator layer,normalization is carried out layer by layer to establish a fuzzy comprehensive evaluation model.Thirdly,case analysis is conducted to conduct a mid-term evaluation of the sewage treatment and municipal drainage facilities PPP project in the main urban area of C city,and to analyze the evaluation results.The operation and contract execution of the sewage treatment PPP project in operation are analyzed,and corresponding improvements are made to the exposed weak links and undiscovered risks.Through research,targeted mid-term evaluation indicators and fuzzy evaluation models for sewage treatment plant PPP projects have been established,which can effectively evaluate the PPP projects of sewage treatment plants in the case,evaluate and analyze the project operation overview,and discover the shortcomings in government supervision,project management,and project contract performance.Therefore,further adjustment suggestions are proposed to promote the sustainable development of urban sewage treatment plant PPP projects.
