Study On The Selection Of Sustainable Service Provider For Water Environment Treatment PPP Projects

With the introduction of ecological civilization construction,the introduction of relevant policies and regulations such as water environmental pollution and air pollution,comprehensive environmental treatment has become a hot topic,and comprehensive water environmental treatment has also emerged.The comprehensive treatment of water environment has the characteristics of large investment scale,large project difficulty and wide range,etc.And the PPP model tends to be mature in China.Therefore,the number of water environment treatment PPP projects gradually increases,accounting for a large proportion in environmental protection PPP projects.In order to ensure the governance effect of the PPP project of water environment governance,the sustainability of the project has become a key issue.At present,the state has formulated a series of regulations and provisions for PPP projects,which are intended to standardize the PPP market so that it can operate in a benign manner,achieving optimal allocation of resources and maximizing social welfare.In this context,sustainable public procurement will be an important research issue.Under the combination of this dual background,the optimization of the sustainable service providers of the PPP project in the water environment has become the key.Based on the theoretical basis,this research systematically studies the water environment treatment PPP projects at home and abroad.Through the collation and analysis of the literature,the bidding documents and implementation plans of the PPP projects that have been put into storage,the indicators are screened,and used the "index mapping method" to identify the indicators in five dimensions,including sustainable financial capacity,sustainable technology ability,the ability of sustainable management,credit standing,sustainable technology solutions,constructed the corresponding water environment management sustainable service provider choice decision-making system.Then the AHP adaptive weight determination model based on Shapley value correction and the interval intuitionistic fuzzy TOPSIS model based on Shapley value correction are constructed.Finally,an example analysis was carried out based on the comprehensive decision-making model of sustainable service providers of water environment treatment.The study found that the water environment treatment PPP project pays more attention to the sustainable financial capabilities and sustainable technology solutions of service providers compared to other PPP projects.Secondly,the prestige reputation of service providers is also very important.This paper describes the prestige reputation from six aspects,and quantifies the qualitative criteria.The results of the index weights calculated by expert scores also confirm its importance.Finally,the paper also introduces the process of sustainable public procurement and the implementation methods of different stages,and analyzes the role of sustainable service providers in the PPP project of water environment management.The results of this study hope to have some reference significance for the development of PPP mode and the choice of service providers.
