Due to natural reasons and pollutants released from modern industrial and agricultural production,heavy metal pollution of some arable land has been formed.The pollution of heavy metals on arable land has seriously threatened food production and human health and even survival.Therefore,heavy metal pollution of arable land has become one of the more prominent social hot spots in the world,and has also become an important factor restricting China's food security and sustainable agricultural development.The remediation of cultivated land contaminated with heavy metals is a fundamental way to ensure food security and human health.It is of great significance and far-reaching impact.Since 2015,China's rehabilitation and treatment of heavy metal contaminated arable land has been piloted in 19 counties and cities in Changzhutan,Hunan Province.Scientific and reasonable evaluation is needed.In this study,the performance evaluation index system of heavy metal contaminated land restoration was constructed in three aspects:Input,Efficacy,and Satisfaction.After constructing the project performance evaluation index system according to the construction goal of the project,this paper uses the combination of "analytic hierarchy process" and"fuzzy comprehensive evaluation method" to determine the specific weights of the indicators at all levels.On the basis of the establishment of the specific evaluation set of "fuzzy comprehensive evaluation",a "comprehensive evaluation transformation matrix" was established,and a comprehensive evaluation method between single level and multiple levels was carried out to obtain the final evaluation conclusion.According to the project success evaluation method,This study classifies the performance of the heavy metal contaminated arable land restoration project in changzhutan area of Hunan province as excellent(complete success),good(success)and medium(partial success).,low(unsuccessful),poor(failed)5 different levels.After the normalization of quantitative indicators,three,two and one indicators were evaluated by means of fuzzy comprehensive evaluation,and the final evaluation of the project was carried out.The final evaluation results:From 2015 to 2017,the performance of the project for the restoration of heavy metal contaminated farmland in Hunan Province was evaluated as "excellent" from the "stakeholder input" index,and the project performance was evaluated as "excellent" from the "restoration management efficiency" indicator.The project performance is evaluated as"good" from the index of "stakeholder satisfaction".The performance evaluation system based on the "IES framework evaluates the performance of the heavy metal contaminated arable land restoration project in Hunan Province from 2015 to 2017 as "excellent".In order to improve the performance of remediation of heavy metal contaminated farmland in changzhutan,it is necessary to innovate the mechanism,including the promotion mechanism,responsibility mechanism,financial compensation mechanism,incentive mechanism and supervision mechanism.
