Research On Standardization Management System Of Oil Transfer Station Of TY Company's Chad Crude Oil Pipeline Project

During the "10th Five-Year Plan" period,China formulated a development strategy for oil companies to "go global." The subsidiaries of Petro-China actively promoted overseas oil and gas markets.According to this strategy,the subsidiaries have gradually accomplished the examination and certification of quality,environment and occupational health and safety systems,and began to operate the enterprises with standardized system to improve the management level of enterprises,optimize operation flow,and implement precise process control.TY Company is a subsidiary of Petro-China.A specialized pipeline production and operation company,with the continuous expansion of overseas business in recent years,the implementation of standardized management in overseas projects has become the "golden key" for TY Company to open the door to the international market.Taking the Chad crude oil pipeline project as an example,this research firstly finds out the problems existing in the management of the oil transfer station of the TY company's crude oil pipeline project,analyzes the construction process and content of the standardized management system of the oil transfer station,designs the standardized management system for the oil transfer station according to the characteristics of the Chad crude oil pipeline project by integrating relevant theory on constructing standardized management system and designs the standardized management system,Then evaluates the standardized management system to verify the effectiveness of the standardization management of the oil transfer station;Finally,determines the safeguard measures and what should be improved to execute standardized management system of the oil station.To implement the standardized management system of the oil transfer station effectively is key to the safety and efficient operation of the entire project.Belonging to a special industry,the standardized management system of the oil and gas transfer station has higher standards and stricter requirements than other general enterprises.Due to its property of overseas projects,the Chad crude oil pipeline project must be based on the requirements of the laws and regulations of its host country and in accordance with the petroleum and petrochemical industry standards.The establishment and implementation of the standardized management system of the oil transfer station will provide valuable experience for the company to standardize management of overseas oil terminals in the future,and lay a solid foundation for the company's future overseas development strategy.
