Research On The Government’s Promotion Of Natural Gas Utilization Performance In Shanxi Province

In the context of global promotion of energy conservation and emission reduction,climate change,and the transition of countries around the world to a low-carbon energy system,China has gradually attached importance to clean energy development.In recent years,various policies have been introduced to promote natural gas utilization.Shanxi Province is a large coal province with unreasonable energy consumption structure and outstanding environmental problems.In response to this problem,the Shanxi Provincial Government took the lead in proposing the strategic goal of“gasification of Shanxi” in 2010 and gradually accelerated the pace of natural gas utilization.Based on the analysis of the development history of natural gas utilization in Shanxi,this paper quantifies the policy by using the method of policy text analysis based on grounded theory,and divides the policy into three types: regulation type,guidance incentive type and auxiliary type policy;on this basis The government has promoted the performance evaluation index system of Shanxi natural gas utilization policy,and evaluated the policy performance from the three levels of policy achievement level,policy impact measurement and policy efficiency evaluation,and finally reached the following conclusions:From the perspective of the realization of policy objectives,75% of the policy objectives are exceeded,only a few targets fail to meet the standards,but construction is also being strengthened in the next phase of construction,from the results of policy impact measurement,from 2001 to 2016 During the period,although the efficiency change value has more fluctuations,the magnitude is smaller,and the overall upward trend indicates that the government’s promotion of natural gas utilization policy has a positive impact on energy utilization efficiency and environmental optimization efficiency;From the DEA model to measure the efficiency of the policy,the pure technical efficiency is 64.71%,and the comprehensive technical efficiency of the policy is 0.772,indicating that the government promotes the effective utilization rate of Shanxi natural gas utilization policy,but the overallimplementation of DEA is not effective,and the policy resources still exist.Bigger waste.
