In recent years,the Jinchang municipal government has adopted a series of management measures from various aspects to promote the work safety supervision and management,and has made certain achievements,but all kinds of production safety accidents are still frequent and on the rise year by year It reflects that there are still some problems and deficiencies in the work safety supervision and management in Jinchang,which need to be solved as soon as possible from the mechanism.Therefore,the purpose of this study is to make a statistical analysis of the trend of accidents in recent years,based on the new concept of safety development and Jinchang's 13 th five-year plan,by combing the current safety supervision mechanism and management measures in Jinchang Taking the analysis of typical production safety accidents as an example,this paper draws on the advanced modes and experiences of production safety supervision and management at home and abroad,and analyzes the deficiencies in the working mechanism of production safety supervision and management in Jinchang at the present stage Based on the theories of multi-center governance,government Crisis Management and system safety,this paper puts forward the corresponding optimization countermeasures,and expects to explore new ideas and make some contributions to the practice of production safety supervision and management in Jinchang.The article first presents the current situation of Work Safety Supervision and management in Jinchang,including the establishment of Work Safety Supervision and management institutions,the main working measures taken and the overall effect of Work Safety Supervision and management The overall effect of the information involved in the production safety regulation in Jinchang in recent years,with the help of the author of the relevant documents,induction and analysis,as well as practical understanding.Secondly,it analyzes the problems and their causes in the supervision and management mechanism of production safety in Jinchang,taking the data of production safety accidents in the past six years and two typical production safetyaccidents as examples Through the analysis of multi-center governance theory and system security theory,it is considered that the core problems of work safety supervision and management in Jinchang are not found,the coordination and cooperation among different parties is not strong,the level of scientific and technological construction and information construction of work safety supervision is not high,and the Emergency Management Mode and crisis consciousness of work safety supervision have not been formed.Through comprehensive analysis,the main reasons are that the supervision and management of Production Safety in Jinchang has not yet formed a multi-center governance system,the focus of supervision and management of production safety is not accurate,the level of diversification of safety supervision is not high,and the management system of production safety crisis is not perfect.Through the comparative analysis of the modes and experiences of the supervision and management of Work Safety in developed countries abroad and in developed regions at home,it is concluded that the improvement of the supervision and management mechanism of Work Safety in Jinchang It is an effective way to refer to the advanced management mode of developed countries and to learn from the advanced management experience of developed regions in China.This article,by referring to the advanced modes of supervision and management of Production Safety in the developed countries of the United States,Japan and Germany,and drawing on the advanced management experiences of the developed regions of Wujiang District and Ningbo,to sum up and refine the practices that are feasible to optimize the supervision and management mechanism of production safety in Jinchang.Finally,the paper puts forward suggestions on how to further optimize the supervision and management mechanism of production safety in Jinchang Considering that efforts should be made to build a multi-center supervision and management system that is in line with the reality of production safety management in Jinchang,to promote the construction of the implementation mechanism of the responsibility for production safety,to raise the level of systematic management of production safety supervision,to enhance the scientific and informational management of production safety supervision,and to establish and improve a long-term mechanism for crisis management of Production Safety Accidents,to achieve the desired effect.
