Study On Tianjin Safety Supervision System Based On Collaborative Management Theory

With the quick social and economic development in China, the productivity level of each industry has great enhancement, but at the same time, influenced by structure adjustment and economic transition, occurrence rate of safety accidents are become higher, disease incidence of occupational hazard is staying at the high level, which have seriously restricted profound development of economy, meanwhile it is unfavorable for social harmoniousness and stability. While the 4th Plenary Session of the Sixteenth Central Committee formally puts forward social management frame of leading by party committee, responsibility by government, social collaboration and pubic participation, so that it formally confirms the multi-subject position of government and society in social management, it can be seen that safety collaborative management model will become to be the new trend in system reformation of safety supervision in recent times. In this paper, theory based on collaborative management is to make study on safety supervision system of Tianjin; this paper is composed of 5 parts. Of which, the first part is introduction, it mainly elaborates study background, study meaning, study aim, study method and study frame, the second part makes analysis on relevant theory and literature overview, mainly are relevant concept and theory used in the study process of paper, the methods are collaborative management model, safety production supervision and collaborative management theory etc. The third part makes analysis on state of safety production and management in China and Tianjin, confirms system structure and function division of safety supervision department in China, it also puts forward some main problems of it, including imperfect law and regulation system, deficient law binding force, vast supervision departments, deficient authority in uniform law enforcement, overlapped supervision function and vague positioning, unreasonable distribution in supervision power, backward safety science and technology, lacking of effective technology guarantee measure, shortage in safety culture, lacking of social interaction. The fourth part constructs safety production collaborative supervision system of Tianjin, it firstly introduces safety production supervision model in abroad and confirms relevant experience and illumination, and respectively constructs collaborative management system safety supervision system of China and Tianjin, as well as establishes information platform of Tianjin safety supervision system. The fifth part is the further consideration on Tianjin safety and production supervision system, thinking that quick economic development requires collaborative management system to be improved as quickly as possible, it should further improve informatization system establishment, realize innovation in supervision model, greatly enhance supervision level, stress safety management and control in the whole process, implement elaborate supervision. Through study by this paper, it is expected to provide reference and consultation for collaborative management of safety production, establish and perfect safety production supervision model so that it can enhance supervision efficiency and better fulfill obligation of safety production supervision department, implement and commit basic policies of safety first, prevention first and comprehensive management.
