Natural Ecological Space Assessment And Protection Zoning On City And County Scale

Land is the material basis for human survival and development.It has social,economic and natural ecological attributes,and its corresponding geographical space can be expressed as urban,agricultural and ecological space.With the rapid development of China’s social economy,the urban and agricultural space is expanding,and the ecological space is constantly being squeezed.In turn,a series of ecological and environmental problems have been induced,which seriously restricts the development of China’s social economy.Since the 18th National Congress,the Party Central Committee and the State Council have attached great importance to ecological environmental protection.And ecological civilization construction was integrated into an important part of socialism construction with chinese characteristics in the new era.A series of measures like the construction of a spatial planning system,the establishment of a natural ecological space use control mechanism was proposed.Therefore,scientifically demarcating the natural ecological space and establishing a management and control mechanism for protection is of great significance for safeguarding regional ecological security,promoting the reform of natural resource management system,strengthening the land space use control system,and building a"beautiful China".In this study,Hebi city which was selected as one of the pilot cities for natural ecological space delineation was taking as a case study area.On the basis of collecting relevant data of various departments in Hebi city,based on the theory of ecology,geography and other related disciplines,the methods of literature analysis,model evaluation,and GIS spatial analysis are comprehensively applied.In this thesis,the connotation of the natural ecological space on the city and county levels was defined,a natural ecological space classification system on the city and county levels was constructed and a demarcation method based on multi-source data fusion for natural ecological space was proposed.On this basis,the protection importance evaluation of natural ecological space was carried out.On the basis of the evaluation,the natural ecological space was partitioned and different control measures were formulated.The specific research results and conclusions are as follows:(1)The connotation of natural ecological space is defined,and the classification system of natural ecological space is constructed and its discriminating method is proposed.Natural ecological space refers to the land space outside the productive and carrying space which plays an important role in maintaining the ecosystem stability of the region and ensuring the regional ecological security pattern and can give play to ecosystem service functions and provide ecological products.The natural ecological spatial classification system on the city and county levels is constructed,which mainly includes two primary classes:basic ecological space and artificial ecological space,and11 secondary types:forest land,grassland,water area,special ecological land,wetland,desert land,cultivated land,garden land,artificial water surface,urban green space,ecological infrastructure space,and other 26 tertiary types.The convergence criterion from natural ecological space classification to land use classification,geographical nationality survey classification,urban and rural planning land classification and forest land classification is proposed.And its discriminating method is also proposed.It is identified that the total natural ecological space in Hebi city is 1878.77km~2,of which the basic ecological space area is 554.41km~2,the artificial ecological space area is1233.36km~2,and the main types of natural ecological space are desert land,woodland and cultivated land.(2)Based on the realistic needs of natural ecological space protection,the protection importance evaluation index system of natural ecological space in Hebi city was constructed from the two dimensions of ecosystem service function and ecological sensitivity.And the protection importance evaluation of natural ecological space was carried out.The degree of protection for natural ecological space is extremely important,with an area of 873.02 km~2,which mainly distributed in the western mountainous area.The degree is importanct.with an area of 375.00 km~2,which mainly located in the periphery of the extremely important protection area in the western mountainous area and in the central area of Hebi city and the surrounding areas of the eastern villages and towns.The degree is slightly important,with an area of 498.30 km2,which is mainly located in the central hills and eastern plains of Hebi city.The degree is unimportant,with area of41.45km2,which is mainly located in the middle and east of Xun county.(3)A natural ecological space partition control model based on 3D cube and hotspot analysis is proposed.Differentiated control measures were developed for different partition characteristics.Based on the assessment of ecosystem services importance and ecological sensitivity,according to the natural and geographical conditions of Hebi city,the natural ecological space of Hebi city is divided into western mountain ecological conservation area,central urban ecological construction area and eastern agricultural ecological development area and the northern mine ecological restoration area.The area of the western mountain ecological conservation area is 424.27 km~2,which has a very high ecosystem service value and should be protected.The area of central urban ecological construction area is 322.31 km~2,which should actively exert geographical advantages and actively construct ecological corridors and urban waterfront ecological zones.The area of the eastern agro-ecological development area is 923.34 km~2,which is mainly based on agricultural production.And the ecological function of cultivated land should be actively exerted to explore the development model of agricultural-ecological complex utilization.The northern mine ecological restoration area is 117.35km~2.The ecological environment of this area is more prominent,and the comprehensive restoration project of ecological restoration should be actively carried out.
