Strategy Analysis And Problem Investigation On Government Regulation Of Material Purchase In Large State-owned Coal Enterprises

The state-owned enterprise is an important pillar of the development of our national economy.It plays an extremely important role in different economic fields,and it is also the main manifestation of our public economy.Based on the status of state-owned enterprises in the market economy,the steady growth of the national economy depends on the healthy development of state-owned enterprises.The the public show a lot of interest in developing of state-owned enterprises,especially the in-corruption of state-owned enterprises.In recent years,with the cases of false bidding and high price procurement being exposed in the newspapers,the departments including the Central Commission for Discipline Inspection and the audit office have strengthened the supervision of procurement of state-owned enterprises.In order to curbed the illegal procurement of state-owned enterprises and defined the legal red line for the procurement of state-owned enterprises,the departments focuses on the supervision of material procurement and project bidding of state-owned enterprises.With the increasing attention of the state to the procurement supervision of state-owned enterprises,the academic community has begun to study the procurement problems of state-owned enterprises,deeply explore the weak links in the procurement of state-owned enterprises,and formulate targeted solutions.In this paper,SD group is taken as a research case to study theproblems and countermeasures of government supervision in the procurement of large state-owned coal enterprises.Before writing,I read a large number of relevant literature on the procurement supervision of state-owned enterprises,understand the research status and achievements of government supervision in the procurement of large state-owned coal enterprises,and also introduce new public management theory,Principal-agent theory and rent-seeking theory to analyze the necessity of government supervision of state-owned enterprises.This paper takes SD group,a large state-owned coal enterprise,as the research object,introduces a large number of practical cases,studies the problems and Countermeasures of government supervision in the procurement process of large-scale coal enterprises,divides the procurement supervision of state-owned enterprises into pre procurement,mid procurement and post procurement,and points out the main problems,such as the lack of procurement budget supervision in the pre procurement The lack of supervision in the bidding process,the performance of supervision obligations according to the procurement declaration,the negligence in the implementation process of supervision procurement in the middle stage of procurement,the lack of human resources in the supervision process,the untimely punishment for dereliction of duty in the supervision process,the negligence in the signing of supervision procurement contracts in the late stage of procurement,the difficulty in supervising the performance of contracts,and the difficulty in forming continuous and dynamic supervision,all ofthese problems lead to the acquisition of state-owned enterprises Purchase supervision is in trouble.At the same time,combined with the main problems existing in the early stage,the middle stage and the late stage of procurement,the causes of the problems are analyzed in depth.It is believed that the root of the problems lies in the defects of the traditional supervision system,the lack of professionalism of the supervision team and the unformed supervision mechanism.It is necessary to strengthen the supervision of the procurement budget,improve the supervision level and pay attention to the construction of the supervision team by creating a new procurement supervision mode Set up,strengthen external audit supervision,implement dynamic supervision and other ways,start from the root of the problem,improve the level of procurement supervision of state-owned enterprises,optimize the procurement supervision measures of state-owned enterprises,through this study,to explore the healthy and steady development of coal enterprises under the legal and compliant procurement system to provide a certain reference.
