Problems And Countermeasures In The Management Of Environmental Monitoring Stations In S District Of Wenzhou City

This paper abstracts the viewpoints of some domestic and foreign documents,defines the basic concepts of environmental monitoring,grass-roots environmental monitoring station and management system,introduces the theoretical basis of administrative supervision theory,Dai Ming cycle,etc.,which is used to explore and study the specific object of environmental monitoring station in S district of Wenzhou City,hoping to explore the right that can promote grass-roots environmental monitoring station to perform its duties better and develop faster and better Policy recommendations.At the same time,this discussion also hopes to strengthen people's understanding of China's environmental monitoring system,improve the management efficiency of China's environmental monitoring system,especially the construction of grass-roots environmental monitoring stations provides a certain practical reference and application value.The related theories of public management are summarized.The research of management focuses on three aspects: control,overall management and management improvement.There are many basic theories of public management,such as the theory of administrative supervision.However,there are still some problems and deficiencies in using these theories to study the management of environmental monitoring stations,such as the transformation of government functions,the need to update the perspective of the management of environmental monitoring stations in S district of Wenzhou City,a deeper level of interpretation and matching,and the need to continue to study how to improve the management of environmental monitoring stations in S district of Wenzhou City.This paper also introduces the PDCA cycle which is basically used in enterprise management,and then puts forward the improvement principle and measures for the environmental monitoring station of S district of Wenzhou City according to the criteria for qualification accreditation of inspection and testing institutions and the criteria for accreditation of testing and calibration laboratories(ISO / IEC17025:2005).The original management objective of the environmental monitoring station of S district of Wenzhou City is revised and the design is changed In addition,a comprehensive management system has been established and evaluated.At the end of this paper,some improvement measures are put forward,such as optimizing organization and department responsibilities,improving quality management system documents,strengthening internal and external quality management,standardizing the use and maintenance of instruments and equipment,ensuring appropriate testing environment,and increasing personnel training.
