| Waterway transportation concerns people's lives,property and the safety of water environment.Research on safety management of waterway transportation plays an active role in implementing the concept of safety development,preventing and mitigating accident hazards,ensuring the safety of people's lives and property,and promoting the sustainable and healthy development of economy and society.Based on the current situation of waterway transportation safety management in Fuzhou City,combined with the statistical data analysis of waterway transportation accidents in Fuzhou City from 2001 to 2018,this paper summarizes the characteristics and rules of accidents from four aspects of accident type,accident ship type,multiple time periods and geographical areas,analyzes the impact of four elements of "human ship environment management" in the accidents and exposes them It shows that the main cause of the accident is the crew factor,and the management factor is the essential cause.At the same time,according to the conclusion of accident cause analysis,the author's work experience and interviews with experts and practitioners,the author analyzes the deficiencies in the management of waterway transportation safety in Fuzhou City,explores the remaining unreasonable zoning and functions,the difficulties in small ship inspection,the difficulties in business management,the passivity of on-site supervision,the lack of specialization of supervision team,and information construction Based on the reality,this paper puts forward that we should optimize the division and function allocation,explore and standardize the rationalization measures of small ship inspection,solve the industry dilemma,strengthen the on-site safety supervision and safety culture construction,enhance the professional level of the supervision team,strengthen the information construction,and further improve the emergency rescue ability,so as to promote the level of waterway transportation safety management in Fuzhou. |
