The operating environment is numerous and complicated,with not only the risk of local tribes, but also the domestic political environment.Due to the the different cultures and the disunity of safety management concepts, the first time which Chinese oil company has the overseas exploration and development cooperation in Sudan ,is easily lead to confusion in management.It is necessary to use the accident of attribution theory and other knowledge to manage the oilfield workers'behavior and practices for ensure the operation without incident, integrate the country's advanced culture, form an independent safety management model for field operation, implement the oil people-oriented, safety first, environmental priority, quality first principle really.According to international relations between the Sudan oil field development and safety management development, this article use the theory to explore related accidents the safety management and technical requirements of the Sudanese oil field. Analyze the Sudanese oil field management, operating range and technical characteristics, and establish the Sudanese oil feld security management system. We carry out the accident theory of Sudan oil field operations, and detailly analyze the cause of the accident Sudan oil field operations and safety indicators, and field work to classify the safety management factors and the evaluation of operational safety factor of oil field operations. Four key factors and required for chemical products, oil equipment, personnel to operate and site management control, are proposed .According to local culturalcharacteristics, human environment and political environment of Sudanand principles of accident prevention andcontrol, Sudanoil field operation safety management programswere analysed andproposed based on the unsafe acts of people, objects, and operating environmentof insecurity.Safety culture construction methods of Sudaneseoil system were discussed, including people-oriented and warning signs for the characterization.safety managementunder the contract were also discussed.
