Research On The Effective Factors Of Public Participation In Rural Environmental Governance

Rural environment management is an important part of grassroots governance in our country,strengthen the rural environment management is one of the core content of the socialism new rural reconstruction,is also an important means of pushing the construction of beautiful country but also the important measures to balance urban and rural development,rural environmental governance bears on the immediate interests of the farmers,agriculture and the rural sustainable development of the harmony and stability.But,in the process of the rural environment management,to a large extent depend on the government or non-government organization,itself,the public participation enthusiasm is not high,based on the influence of rural public participation in environmental governance effectiveness as the breakthrough point,with reference to the scholar Liu Hongyan public participation in the effective decision-making model,from the main body,participate in the process and effect of participation,participation in security from three aspects,the constructed 5 latent variables and 19 observations of rural public participation in environmental governance effectiveness influence factor model.Through a questionnaire survey of 270 rural people from three villages in S county as samples,Spss19 software was used to explore the factors influencing the effectiveness of public participation in rural environmental governance.The research content and contributions are as follows: the first chapter,first of all,on the rural environmental governance and public participation in environmental management practice background and theoretical background is presented in two aspects,put forward in this paper,the research purpose and meaning,and then combed the literature both at home and abroad,customs clearance documents analysis,carries on the literature review,this study finally puts forward the research framework of this study,research methods and innovation points.The second chapter firstly defines the concept of influencing factors on the effectiveness of public participation in rural environmental governance,then explains relevant research theories on public participation,and finally introduces liu hongyan’s decision-making model on the effectiveness of public participation,providing reference for empirical research.The third chapter first defines the relevant variables of this study,and constructs the research model of influencing factors on the effectiveness of public participation in rural environmental governance,then puts forward the theoretical hypothesis of this study,and finally carries out the design,reliability and validity test of the questionnaire.The fourth chapter mainly conducts empirical analysis from descriptive statistics,correlation analysis and stepwise regression analysis.The fifth chapter first draws the conclusion that(1)in the process of rural environmental governance,improving the effectiveness of public participation gives priority to improving the participation process,followed by the participation effect,participation guarantee and participants.(2)participants positively affect the effectiveness of public participation in rural environmental governance.(3)participation process has a significant impact on the effectiveness of public participation in rural environmental governance.(4)participation effect positively affects the effectiveness of public participation in rural environmental governance.(5)participation guarantee has a significant impact on the effectiveness of public participation in rural environmental governance.Then put forward countermeasures,(1)participate in process mechanism design,including: participation degree promotion mechanism and participation form promotion mechanism.(2)participation effect improvement mechanism,including public opinion adoption mechanism and participation result feedback mechanism.(3)participation guarantee promotion mechanism,including public participation support mechanism and legal guarantee mechanism.(4)the design of the participation subject mechanism,including the mechanism of structural optimization of the participation subject and the mechanism of capacity building of the participation subject.
