The Study Of Residents’ Participation Behavior In Rural Environmental Governance

Although the traditional mode of economic development is improving rural economic and social development,it has caused rural ecological destruction and environmental pollution.In the new era,we must uphold the concept of harmonious development between man and nature and pay attention to the improvement of the rural environment.In solving rural environmental problems,public participation is regarded as a good solution to solve rural environmental problems.Public product attributes in rural Environment,the advantages of public participation and the increase of the residents’ environmental awareness determined that the settlement of rural environmental problems will depend on the participation of rural residents.The study constructed a theoretical framework based on the"Attitude-Condition-Behaviors" theory.Then it analyzed the current situation of rural environmental governance and rural residents’participation based the data which is from the field research on 55 villages in 5 cities in Fujian Province.It shows that the solution to environmental problems mainly depends on government promotion,though rural residents have developed a certain degree of environmental protection habits.Rural residents have a low level of participation.Next,the study using Public participation ladder as theory analyze the public participation in rural environment by divide the participation behavior into three stages:private sector participation,passive participation in public sector and active participation in public sector.Rural residents’participation in activities is mainly concentrated in the lowest stage.And the level of the participation is lower with the increase in participation stage.So,the study analyzed the influence factors based on the theoretical framework through multiple linear regression.It shows that risk perception and efficacy in consciousness factors and the situational factors influence the behaviors directly.And It finds that the situational factors play a regulatory role in the process of conscious factors affecting participation through the hierarchical regression and grouping regression.It strengthens the role of consciousness factors.To improve the rural environment and enhance the level of residents’participation,the article proposes targeted countermeasures and point out that the parties,governments,village committees and villagers should form cooperation and play the role of each subject.It should adopt various method improve the level of the participation.
