Peak hour of submarine pipeline abandonment is coming up around the world.Aiming at the lack of unified standard,operation guidance and comprehensive risk analysis of submarine pipeline abandonment in china,sort out relevant laws and standards at home and abroad are sorted out.Analyze and compare relevant information on subsea pipeline abandonment in domestic and foreign governments and petroleum companies to provide important technical and theoretical support for subsea pipeline abandon operation,find shortcomings in domestic standards,suggestions about regional legislation,responsibility subject and concrete implement scheme are given for drafting a specification on subsea oil and gas pipeline abandonment.An attribute tree was set up based on Multi-attribute utility theory(MAUT)by analyzing four dimensions-engineering factor,structure factor,risk factor,which attribute to the safety life of aging pipeline,and coat factor.The comprehensive score was computed by logical operation after all the impacting factors in the attribute tree being quantified.Make the abandon decision according to the score.Carry out the research on submarine pipeline disposal engineering technical technology.Sum up operation instruction applicable to subsea pipeline in our country,develop the standard of implementation guidelines.In this chapter,operation requirements,general requirements and principles are summarized from macro perspectives.Then the whole operation implementation is divided into several work stage by operation order,and the working process,operating methods,announcements,the tools and equipment in every stage are introduced.Identify the operation risk of subsea pipeline abandonment initially by Fault-Tree.Casualty,equipment damage and environment pollution are analyzed in detail.The structure importance of every elementary events are calculated.Then the submarine pipeline disposal risk evaluation module is built based on Bayesian network.Equipment damage causation BN,casualty causation BN and marine environment pollution BN are established,calculate the failure probability of accident and posterior probability of elementary events,analyze the sensitivity and impact,get the key risk operation facts.Use the equation to assign and quantify the consequence of casualty,financial loss and social influence,build an accident consequence assessment severity module.
