Daqing Oil Field Ansen Company is a large-scale engineering construction enterprise which belongs to Daqing Oilfield of CNPC,which has many top qualifications such as general contracting,engineering design and engineering investigation and so on.With over 60 years of development and construction of Daqing Oilfield,the company had grown up from an independent branch into integrated development,participated in the construction of a number of national energy key projects,guaranteed the supply of oil and gas,created brilliant achievements,is the benchmark PetroChina system.But the traditional engineering construction enterprises belong to labor-intensive industries,and the profit space is limited,which is greatly affected by the state policy and the level of economic development,especially oil field engineering.In 2014,after the sharp decline in international oil prices,investment in the whole oil and gas industry accelerated to shrink,and the company's income and profits decreased year by year.A series of deep-seated problems also appear,the internal talent team structure is unreasonable,the key technical personnel,the operation personnel are seriously short of personnel,while still has a large number of hidden surplus personnel;the construction organization model is difficult to break through the traditional operation,the project organization model reform progress is slow;the company headquarters execution ability is not strong,the organization is huge,the system mechanism is rigid,the information transmission efficiency is low,which can not adapt to the new market change;the customer first,the cooperation win-win service idea is weak,pays more attention to the short-term benefit biggest,lacking of long-term planning.Facing the company's development bottleneck,a radical change is urgently needed,a new competitive strategy is formulated,the management system and operating mechanism are constantly improved,the internal industrial structure,organizational structure and team structure are adjusted to gradually optimize the management process and increase the concentration of advantageous industries,reversing the state of internal disordered competition and design and construction fighting each other.Based on the research of enterprise strategy domestic and overseas,this paper systematically combs the outstanding contradictions and problems in the development of the company through the in-depth investigation of the development of the enterprise.By using PEST analysis,we can grasp the external macro-political environment,economic environment,social environment and technology environment of the company.The “Five Forces” model is used to analyze the competitive situation of the whole engineering construction industry and to evaluate the internal resources of the company.By using SWOT tools to match the advantages,disadvantages,opportunities and threats faced by the company,the urgency of the current situation is judged,and the internal and external environment of the state-owned engineering construction enterprises is happening,the difficulty of business management is escalating,and the operating pressure is huge.Therefore,engineering construction enterprises must break the traditional concepts and models in strategy formulation,and achieve transformation and upgrading through innovation-driven.Guided by the vision of creating a “domestic leading and internationally advanced general contractor for engineering construction”,the company adheres to the integrated development strategy of design and construction,controls costs and chooses to take the path of differentiated development,concentrating on the promotion of the “Five-oriented” development model of standardized design,factory prefabrication,modular construction,mechanized operations,and information management,to create a competitive advantage with enterprise characteristics,and to promote the coordinated development of other business of the company.Finally,in order to effectively implement the strategy,the organization structure is optimized and adjusted,the functions of the headquarters and the project department are organically combined,and the member companies with the same positioning and similar business are combined and divided into five business departments according to business types.Strengthen information management at all levels,establish equipment centralized operation and maintenance platform and pipeline prefabricated construction management platform to achieve high-quality development,and gradually enter the high-end business field.
