BH Oilfield Group Engineering Construction Co.,Ltd.was founded in 1964.Its main business is onshore and offshore oil and gas pipeline engineering,oil and gas field surface productivity engineering.Since 2014,the background of crisis in the global oil industry,and coincides with the implementation of national production capacity,supply side reforms,the company as a long-term oil group and Da Gang oil market service of the old state-owned enterprise project,market development limitations,lack of ability,in addition to the enterprise high fixed costs the current financial difficulties facing the hitherto unknown.The operating efficiency of the company is in a straight line,the assets and liabilities are far beyond the normal range,the employees' income is substantially reduced,the core talents are lost and the development has fallen into a low valley.This paper attempts through the strategic management basic scientific methods?a thorough assessment is faced to engineering construction BH Oilfield Company's internal and external environment,analysis of entcrprise advantage,disadvantage,opportunities and threats,and then on the business development strategy to re-examine and adjust,the purpose is to provide decision-makers valuable decision the basis and forward-looking opinions and suggestions,so as to formulate a new strategy for the company to find their own path of sustainable development in the adverse competitive environment.The main strategic management theories used in this paper are the theory of competitive strategy and the theory of core competence.Based on the theory of knowledge application,based on the operating conditions of the company in recent years,the assessment system of enterprise internal and external environment.It analyzes the problems and reasons leading to the current contradiction between the fundamental operating conditions of enterprises finally finds out the bleak,can be based on petroleum engineering construction industry market in the future core competence and the competitive advantage.The main strategic analysis tools used in this paper are PEST,Potter's five force model,SWOT analysis tool,extermal factor evaluation matrix and external factor Evaluation matrix.PEST mainly analyzed the macro environment of the company,and clarified the technology development trend of the petroleum engineering construction industry and the supply and demand situation of the target market of the engineering service.The five forces model of Potter mainly analyzes the specific competitive environment of the company,and draws the main threat that the company is facing at present.Then,EFE is used to evaluate and score the current opportunities and tlreats of the company,and analyze the current company's response to the external environment.Then use the external factor evaluation matrix EFE from two aspects,opportunity and threat of the key factors affecting enterprise development in the future,according to the influence degree of the factors that determine the weighting size,again aceording to the enterprise's effective response in the key factors to score of various key factors,finally figured out the total weighted score of the enterprise,analysis of the current enterprise in the use of the opportunity,offset external threat of adverse effects,not do best.Through the resource-based view of the company,the company,s internal resources and capabilities were analyzed comprehensively,so as to clarify the overall strength of the company and its competitive advantages and disadvantages.Then use IFE from two aspects of advantages and disadvantages of the key factors affecting enterprise development in the futture,according to the influence degree of the factors that determine the weighting size,again according to the enterprise's effective response in the key factors to score of various key factors,analysis of the current enterprise internal resources and capacity is slightly lower than the industry average.SWOT analysis summarizes and summarizes all the above internal and extermal conditions,and then analyzes the advantages and disadvantages,opportunities and threats faced by the company,and makes a reasonable positioning for the company's future business development strategy.Based on the above comprehensive analysis,this paper puts forward the new strategic objectives of the company,reexamines the company's business development strategy and makes some new adjustment proposals,and puts forward new strategies and Implementation Paths suitable for the company's development.Finally,for the implementation of the company's new strategic path,specific strategies for implementation are put forward from the aspects of market development,production management,technological innovation,human resources and corporate culture development.The low-cost strategy is the best choice for the current development of the company.
