FDI can boost the economic development, and urbanization is the corollary of economic development.Either FDI or the development of urbanization will promote local energy consumption. The increase of energy consumption, especially the consumption of coal resources, will impose huge pressure on harmonious development of environment. The pollution of the Beijing-Tianjin-Hebei region is very serious and it will be a significant issue for economic sustainable development to explore the formation mechanism of pollution and its regulation.Aiming at 10 cities of the Beijing-Tianjin-Hebei region during the period from 2000 to2013,this paper explicitly teased out the theoretical basis and mechanism of action for the effects of FDI and urbanization level on the air pollution of Beijing-Tianjin-Hebei region. Then the SO2 emission and PM10were chosed as the indicator of air pollution and the spatial correlation test was performed on industrial SO2 emission and PM10.Finally,this paper used the SDM and the SLM to explore the correlation between air pollution in Beijing-Tianjin-Hebei region and FDI or urbanization respectively.Because the urbanization level is a composite index, this paper constructed three kinds of spatial weighted matrix to reflect the differences among spatial spillover effects of urbanization level from different pathways,in order to make an objective analysis of spatial spillover effect of urbanization level in the exploration of the correlation between urbanization level and air pollution, and meanwhile to have a more robust result. The result showed that there is a significant spatial correlation between air pollution and FDI or urbanization level respectively.Firstly,in the empirical study of FDI and SO2emission,the estimated result of SDM showed that the SO2 emission of Beijing-Tianjin-Hebei region has significant spatial effect and furthermore, local air pollution was influenced by the air pollution of the surrounding area.Yet,FDI has significant positive effects on SO2 emission and the spatial spillover effects of emission from neighboring cities were positive. That is to say, increasing flow of FDI leads to the deterioration of air pollution in Beijing-Tianjin-Hebei region. And this means that from the result of SLM under three kinds of spatial weighted matrix,PM10 has a significant spatial effects and that PM100 pollution concentration of Beijing-Tianjin-Hebei region is affected by neighboring cities.Under the spatial weighted matrix with economic factors,PM10 air pollution of Beijing-Tianjin-Hebei region still has positive spatial correlation, which means,in the regions with similar economic level, environment pollution has spatial effect.Yet,in the indexes of urbanization level, the ration of secondary industry, the urban built-up areas and urban non-agricultural population have positive effects on PM10 pollution while the ratio of tertiary industry has significantly negative effects on PM10 air pollution.
