With the rapid development of petroleum industry,oil storage is playing an increasingly outstanding and important role in the petroleum industry.Oil storage is not only the ties of the production of crude oil,the processing of crude oil,and the supply of refined oil and transportation,but also is the base of national oil reserve and supply,which is greatly significant for securing national defense and promotes the high-speed development of the national economy.As the requirements of our country for refined oil increasing year by year,the speed of development and the scale of oil storage are also quite rapid.Meanwhile,in order to save land and faciler operation,the scale of oil storage and the single oil tank tend to be large-scale.This paper reviews the background and the significance of the design for new oil storage,the development status and the future trend of the oil storage at home and abroad,and the importance of oil gas recyclable.Combining with the development and the construction plan of Zhenhai Chemical Industrial Park located in Ningbo,based on the market demands and the resource deliverability of downstream raw materials from the around chemical factories,analysizing and comparing with the geographic position,the local meteorological conditions,the transportation status,and the consideration on economy,technology and advancement of different oil gas recovery approaches,for meeting the basic demands of the turnover for the crude oil in the oil refinery process,the supply and the transportation of oil supply in the Eastern of China,and the daily production demand from the address of refined oil tanks,the delivery mode of refined oil,the plan layout of the storage,and the recovery strategy of oil gas were confirmed,the turnover datum of refined oil in storage area was checked,the reasonably technological process was designed,and the feasibility study report(FSR)was achieved.In design of technological process,the design scheme for the technological process,the process calculation,and the equipment selection,etc.were introduced in detail.According to the turnover data of various oil product,the material balance of various oil products in the storage area was calculated,and a total of 14 oil tanks are required in the oil tank expansion,including four outer floating roof tanks of 10×10~4 m~3 and 5×10~4 m~3,respectively,and six inner floating roof tanks of 5×10~4 m~3.Then the oil tanks,the pumps,the oil-gas recovery system and the foam spray system were designed and selected,and the related parameters were determined.While,the safety and environmental protection facilities,such as fire protection,RTO oil gas recovery treatment,etc,were designed.And then the pipeline was designed,and the technological parameters,such as the diameter of various oil pipelines and head of delivery,were determined.And the installation diagram of oil tank,the process layout diagram of pipeline,the floor plan,the flow chart of process system with control point,the process flow diagram of fire system with or without control points,and the process flow diagram of RTO oil gas recovery system and thermal storage oxidation system with control point were drawn.The innovations or advantages of this design was mainly reflected,namely,the RTO oil-gas treatment system was adopted to replace the traditional absorption device for the diesel exhaust,which effectively reduced the emission of harmful gas,and solved the existing problem of exhaust emission in the storage tank area,the emission standard had reached“Emission standard of pollutants for petroleum chemistry industry”(GB31571-2015)and“Emission standard of pollutants for petroleum refining industry”(GB31570-2015).While the fire pools were replaced by the fire water tank devices,which not only solved the problem of the large area for the fire pools,but also it was more convenient for the maintenances and more facile for the operations.The total investment of the design project was estimated to be RMB 945.5 million,and the recovery period of the investment was 2 to 4 years.If the accomplished project was put into application,the turnover rate of storage tanks and the labor intensity of workers could be effectively reduced,the shortage of storage capacity could be solved,which could not only meet the storage requirements of raw materials for newly-built refinery devices,but also effectively alleviate the contradiction between the turnover of raw materials and the products in the refinery base and the contradiction between the supply and demand of raw materials in the surrounding industrial parks.There was less investment in the follow-up supporting facilities of the new storage,which could effectively reduce the project construction investment and the operation cost in the later employ,and this was more benefit for realizing the maximization of the company's economic benefits,and realizing the clustering,the scale and the integration of production capacity.This design could provide basic data for the world-class green petrochemical base integrating the crude oil processing with economic and environmental protection,the raw oil supply with the low sulfur,the basic chemical raw materials,the high-end fine chemicals and the new materials.
