A Study On Ecological Poverty Alleviation From The Perspective Of The Construction Of Rural Areas

The construction of beautiful rural is a new concept which is put forward to solve the problems existing in the process of building beautiful China and precise poverty alleviation in the new situation.It is the upgrade and development of "The Construction of New Rural ",thus further promoting the construction of ecological civilization and beautiful China.China is a large agricultural country.The rural areas are widely distributed,large in area and deep in poverty.In the simultaneous development of the four modernizations(new industrialization,informationization,urbanization,and agricultural modernization),the agriculture is still very weak.The advancement of the construction of beautiful rural is of great benefit to solve the problems of ecological environment and poverty in our country.This is not only the direction of future development of rural,but also provides the new guidance for ecological poverty alleviation.Two major difficulties are usually the degradation of ecological environment and deterioration of economic poverty.Most of the 14 contiguous poverty-stricken areas in China are highly overlapped with ecologically fragile areas and key ecological functional areas,and their governance has become a major problem which has long plagued political and academic circles.Ecological poverty alleviation is an important measure for precision poverty alleviation.It is a two-game battle between ecological construction and poverty alleviation in a battlefield.It is a "win-win" strategy.It is a crucial period for poverty alleviation now,and ecological poverty alleviation has become a hot issue in the whole society.It has become an urgent task to combine the concept of ecological civilization with precise poverty alleviation.At present,a series of explorations and attempts have been made in many poverty-stricken areas.However,how to use ecological resources to attach equal importance to both ecological and economic benefits and to achieve a win-win situation between environmental protection and poverty alleviation is still a bottleneck restricting economic development in poverty-stricken areas.Therefore,it is an important theoretical and practical topic to study how to make use the opportunities of the beautiful rural construction to promote ecological poverty alleviation.The author tries to explore the necessity and possibility of ecological poverty alleviation in ecologically fragile and poverty-stricken areas from the perspective of construction of beautiful rural.It is believed that only ecological advantages are fully utilized to develop ecological agriculture,rural tourism and eco-cultural industryaccording to local conditionsonly in ecologically rich areas,can economic growth and environmental protection are effectively promoted,and environmental protection and poverty alleviation are achieved.Taking Wufeng Tujia Autonomous County(hereinafter referred to as Wufeng County),a poor poverty-stricken area in Hubei Province,as the research object,this paper analyzes the ecological resources,poverty status and characteristics of Wufeng County.This paper also clarifies the initial results and the main problems of ecological poverty alleviation and analyzes the factors that cause the problems.According to the above analysis,the specific strategies for promoting ecological poverty alleviation in poverty-stricken areas and building beautiful villages have been proposed,hoping to have reference value for the academic circle and all levels of the government.
