In recent years,the economies of various countries have grown rapidly,and the ensuing environmental problems have become the focus of attention of governments.Existing research ignores the interactive relationship between environmental regulation and industrial structure upgrade in the process of economic development,which is not conducive to analyzing the economic development effects of environmental regulation.Therefore,in the context of high-quality economic development,this article studies the effects of environmental regulation on economic growth based on the dual perspectives of direct impact and indirect impact of industrial structure upgrades to intermediary effects,and provides regional economic growth based on empirical results.Basis for policy decisions.By sorting out the existing literature,the author has refined the direct and indirect effects of environmental regulation on economic growth.Based on panel data from 30 provinces and cities in China from 2000 to 2016,static panel models and dynamics were constructed respectively.Panel model and dynamic space panel model,complete empirical research on the impact of environmental regulation on economic growth.Through the research in this article,we find the following conclusions: First,there are significant spatial positive autocorrelations in China's environmental regulations,industrial structure upgrades,and economic development and other economically developed areas such as coastal cities are basically in "high-high agglomeration." Second,the introduction of the interaction between environmental regulation and industrial structure upgrade can indicate the indirect impact of environmental regulation on economic development,and the fitting results of the dynamic space panel model are more economically meaningful than the panel model;Third,regardless of the length of time,the direct impact of environmental regulation on regional economic development is a restraining effect,but the indirect impact of environmental regulation on regional development can promote regional economic development.According to the results of the study,policy suggestions such as improving the efficiency of scientific and technological innovation,and mitigating the direct restraint ofenvironmental regulation on economic development;increasing macroeconomic regulation and strengthening the transmission mechanism of industrial structure upgrading;and exerting regional synergies to promote regional economic development and other policies are proposed.
