Environmental Regulation,Adjustment Of Industrial Structure And Economic Growth

Environmental regulation is a kind of binding force which takes environmental protection as its goal,individual or organization as its object,and visible system or invisible consciousness as its existence form.How to make the corresponding environmental regulation policy according to the upgrading of industrial structure and the characteristics of economic development,to promote the sound and rapid development of economy,and to keep the local ecological environment from being destroyed,is an urgent problem to be solved at present.Therefore,it is necessary to analyze and study the relationship between environmental regulation and industrial structure on economic growth,to promote the implementation of environmental regulation policy,and to transform the industrial and resource-based cities into environment-friendly and technology-intensive cities,it is very important to realize the coordinated development of economy and ecological environment.Firstly,this paper expounds the classification and evolution process of China's environmental regulation policy,secondly,it combs the logical relationship between environmental regulation,industrial structure upgrading and regional economic growth,and makes a theoretical analysis of its mechanism of action,furthermore,based on the inter-provincial dynamic panel data in China from 2003 to 2017,this paper empirically analyzes the influence of Environmental Regulation on economic growth and the moderating effect of industrial structure upgrading between the two by GMM method,a panel threshold model is constructed to explore the linear relationship between the industrial structure upgrading effect of environmental regulation and economic growth,and a further intermediary effect model is constructed to examine the impact of environmental regulation and industrial structure upgrading on economic growth.Finally,according to the empirical results of China's economic growth put forward the corresponding feasible policy recommendations.The results show that:(1)Environmental regulation not only directly affects the regional economic growth,but also promotes the industrial structure by optimizing the allocation of regional resources,and the joint effect of environmental regulation and industrial structure upgrading changes the one-way impact of environmental regulation.(2)China's environmental regulation has a significant positive restraining effect on economic growth,industrial upgrading can significantly promote economic growth,capital investment and human resources can also significantly promote economic growth,the interaction between environmental regulation and Industrial Structure Upgrading Promotes economic growth.(3)The upgrading effect of industrial structure of environmental regulation has a single threshold characteristic to economic growth,and when the intensity of environmental regulation is low(?<1.6449),the upgrading effect of industrial structure of environmental regulation has a significant restraining effect on economic growth;When the intensity of environmental regulation is high(?>1.6449),environmental regulation has positive effect on economic growth through industrial structure upgrading.(4)In the process of environmental regulation promoting economic growth,the level of industrial upgrading also plays a significant positive role in promoting the intermediary effect,the intermediary effect is about 5.512%.Finally,according to the practical problems reflected in the above empirical results,this paper puts forward the following policy recommendations: first,to improve the environmental regulation policy and further adjust the regional division of labor and cooperation mechanism,second,the efficiency of environmental law enforcement needs to be further improved,and finally,the industry needs to transform and upgrade.Only by finding and solving the source problem according to logical reasoning can we really and effectively promote China's economic development.
