Equity reform has been an important thread of economic development since the 40 th anniversary of China's reform and opening up.At present,in order to cope with the changes in the new situation,local governments and state-owned assets departments have adjusted their investment strategies,making new trade-offs for the existing industries according to the principle of "advance or retreat".Therefore,enterprises once again carried out the equity reform,for some non-critical areas of state-owned assets equity has been withdrawn.The withdrawal of state-owned equity inevitably causes the concern of enterprise employees again,and the superposition effect of various economic problems,social contradictions and problems left over from history starts to be highlighted again,which has a greater risk of labor conflict.Under the new situation of economic and social development,accurately evaluating and scientifically resolving the risk of labor conflict in the reform of state-owned enterprises' equity ownership is not only an important supplement to the classical labor conflict theory and relevant domestic research,but also of great theoretical significance.It also has a guiding effect on how to avoid labor-capital conflict in the process of equity reform of other enterprises,and has great practical significance on ensuring the steady development of China'seconomy and maintaining social harmony and stability.Taking Hangzhou X company as an example,this paper comprehensively analyzes and discusses various factors of labor conflict in the process of equity reform,objectively evaluates the risk degree of labor conflict,and puts forward countermeasures to resolve labor-capital labor conflict,which is of great significance to the current stable development of China's economy and social harmony and stability.Labor conflict risk investigation is the basis of risk analysis,risk identification,risk estimation,risk level judgment,risk prevention and risk mitigation measures.To this end,we conducted in-depth and detailed investigations,mastered first-hand information,and adopted a variety of methods,such as field visits,personal interviews,questionnaires,small seminars,public opinion collection and analysis,so as to achieve the purpose of extensive investigation and fully collect opinions and demands of all parties.On the basis of extensive and careful investigation,the risk factors of labor conflicts in the reform of X company were extracted.Because of the fact that there are many disagreements between the labor and capital,many risk factors of labor and capital conflicts and complicated levels in the stock reform of company X,and the traditional risk assessment model can't well reflect the weight of all levels and factors in the risk index system and the membership relationship of risk levels.Therefore,based on the content and principle of risk conflict evaluation,this chapter constructs Analytic Hierarchy Process(AHP)and Fuzzy Comprehensive Evaluation(FCE)to evaluate the risk of labor conflict in X company's share reform systematically.The results showed that the risk of labor conflict in the process of share reform belongs to medium risk,which is likely to lead to a small-scale group conflict.The main causes of this medium-sized risk conflict lie in the withdrawal of "relative controlling party" state-owned shares in the design stage of share reform,the risk of corresponding compensation for employees without reference to major changes in enterprises,the risk of employee diversion andresettlement caused by equity transfer,etc.In addition,with the consideration of these core factors,this paper has put forward some effective measures to resolve labor conflicts,such as improve the top-level design of equity transfer,establish a multiparty participation consultation mechanism,take the initiative to respond to various appeals of employees,ensure the legitimacy of the placement policy,establish an early warning mechanism and emergency plan,etc.Then re-evaluate the risk of labor conflict in the process of equity reform of Hangzhou X company,and find that both the overall risk and single factor risk have been effectively reduced.
