Research On Problems And Countermeasures Of Environmental Protection Management In Industrial Parks

Kunming High-tech Zone is the first national-level high-tech Industrial Development Zone in Yunnan Province.Since its establishment 27 years ago,it has given full play to regional resource endowment and location advantages,vigorously developed cell biology and pharmaceutical manufacturing,information technology,modern service industry,metal new materials and other industries,and has become the first 100 billion yuan Park in Yunnan Province,which has been designated by the Ministry of State.Innovative characteristic Park and green park.With the development of Park economy,enterprises are increasing gradually.Most of the enterprises in the region are small and medium-sized enterprises,with small scale and low level of pollution control.Environmental protection consciousness can not keep up with the pace of development,which leads to the incompatibility between economic development and the current situation of ecological and environmental protection.How to enhance the regulatory effectiveness of local functional departments,enhance the environmental responsibility of enterprises,and enhance the participation of the public is the focus of this study.Based on the theories of public service,public policy and incentive,this paper closely combines the current situation and trend of economic,social,industrial structure and environmental protection of high-tech zones.Through literature research,interviews,observations,questionnaires and case analysis,it is found that Kunming High-tech Zone enlarges the environment by strictly abiding by national environmental protection laws and regulations.Ensuring infrastructure construction and strengthening the capacity building of environmental protection team,the environmental quality of the park is in good condition,and the effect of green ecology creation is obvious.At the same time,it is found that there are some problems in the process of environmental protection management in Kunming High-tech Zone:(1)weak awareness of the government's green development;(2)the environmental protection planning of the park is in a weak position;(3)the environmental protection management system and mechanism of the park is not in order;(4)the main responsibility of enterprise environmental protection is not implemented;(5)the environmental protection management of the park.Public participation is relatively low.Based on the essence of environmental protection management,this study tries to maximize the reasons and obstacles that affect and restrict the environmental protection management of Kunming High-tech Zone from the perspectives of public service,public policy and incentive theory,and puts forward countermeasures from the following three levels:(1)Establishing environmental protection of the park.New mechanism of environmental protection management;(2)Strengthen the social responsibility of enterprises in environmental protection management of parks;(3)Give full play to the positive role of the public in environmental protection management.
