Tech Industrial Zone, Planning Environmental Impact Assessment Techniques Theory And Research

It's an effective method to break the restriction of environmental impact assessment (EIA) by using plan environmental impact assessment (PEIA), at present, PEIA is the entrance of strategic environmental assessment (SEA) in China. In order to resolve environmental problems existing in cities and areas and avoid more serious environmental pollution and ecological damage, and unreasonable resource utilization, it is important to integrate environmental consideration into area's plan before the beginning of area's construction. PEIA is considered an effective tool for achieving sustainable development by fully integrating environmental considerations.This dissertation starts with the analyzing of development's characteristics of high and new technique park area (HNTA), then demonstrates that the theory foundation of PEIA of HNTA includes sustainable development theory and ecology theory. Among them, sustainable development theory is the core and essential objective of PEIA, and ecology theory concrete sustainable development theory, moreover, it also provide a methodic guidance. On the contents, this dissertation bases on our country's PEIA guidance, and puts forwards the significant frame of PEIA of HNTA. Important methods which are applicable in PEIA of HNTA are also introduced in this dissertation; and indicator system is set up to analyze the capability of area's development.Finally, the practice of PEIA of HNTA is fulfilled with case study in Tianjin Binhai high and new technique park area, the results are according to the real condition of Tianjin Binhai new area. And because of the application of interactive assessment form, the plan's organization can actively accept all proper advices and suggestions, so as to integrate environmental factors into plan. The practice suggests that the theory, methods and contents about PEIA of HNTA put forward in this dissertation is feasible.
