The Research On Dealing With "NIMBY" Of Municipal Solid Waste Incineration Project

With the further advancement of urbanization,the amount of urban domestic garbage generation and removal is increasing,and a series of public governance problems such as "garbage siege" has become a key bottleneck restricting urban development.Refuse incineration helps to quickly reduce,recycle and harmless domestic waste,which is in the public's overall interest,but its negative externalities are borne by the surrounding residents.Therefore,residents near the facility will generally be under the dominance of NIMBY.Adopt irrational means to protest,which led to the outbreak of NIMBY problem.In recent years,with the rapid increase of the number of waste incineration projects in our country,there have been the frequent occurrence of NIMBY problem,but little effect has been achieved on their governance.In order to achieve the orderly operation and stable development of the society,the Fourth Plenary Session of the 19 th Central Committee clearly stated that it is necessary to strengthen and innovate social governance,and to improve the society of Party committee leadership,government responsibility,democratic consultation,social coordination,public participation,legal security,and technology Governance system,provides the direction for effective resolution of NIMBY problem,and provides fundamental compliance.By combing the literature on issues related to NIMBY problem at home and abroad,the author attempts to construct a theoretical framework for avoidance conflict management.By analyzing the current governance status of urban domestic garbage NIMBY problem in China,we can find the current governance problems include the short-term nature of governance goals,the unity of governance subjects,the one-sidedness of governance objects,the fragmentation of governance content,and the traditionality of governance methods.The reasons are the deviation of the government's own governance concept,the inadequate conflict governance mechanism,the multi-subject governance capability to be strengthened,and inadequate legal and regulatory safeguards.On the basis of taking full advantage of domestic and foreign advanced governance experience,it puts forward countermeasures and suggestions such as building a "one core and multiple" governance model,improving the governance mechanism for NIMBY problem,improving the governance capability of multiple subjects,and establishing a long-term mechanism for NIMBY problem,so as to realize the transformation from " NIMBY " to "arm greeting".
