Study On The Cause And Countermeasure Of NIMBY In Zhejiang’s Municipal Solids Waste Incineration

With the economic development of Zhejiang Province, the improvement of social functions and the process of urbanization, "Garbage Siege" has become a major obstacle to the economic and social development. Therefore, we must speed up the construction of a harmless treatment mechanism of municipal solid waste. Construction of a "professional, centralized" domestic waste incineration disposal with certain processing capacity become an important way of solving the "garbage siege" dilemma.However, with the rising civic awareness, the public try to maintain their own health rights, their rights to living, their rights to development,their property rights and other legitimate rights. With the people’s questioning attitude and ability to public policies strengthened, the relevant departments in the process of resolving the conflicts appears to be lack of experience and capacity, leading to serious and negative impacts.Therefore, to solve those conflicts,based on the research and analysis of the NIMBY phenomenon in Zhejiang province,this paper is aimed to put forward effective prevention and treatment mechanism with a practical value and theoretical research significance.This paper first examines basic concepts and characteristic of the "NIMBY". After the analysis of existing literature and research results,the research methods of this study are determined. Then, by using a "NIMBY" conflict case of Hangzhou Yuhang Zhongtai company, a detailed analysis about the current situation, conflict features and possible causes of the NIMBY conflicts in Zhejiang is done. This paper try to provide the directions for the following empirical researches. Then, it makes an empirical study on the Zhejiang municipal solid waste incineration treatment from three aspects:the community residents, government decision-making and enterprise operation. Through the statistical analysis of the data, the hypothesis would be verified, resulting in some relevant conclusions. Finally, combining literature and the previous research achievements,the corresponding control measures to solve the NIMBY conflicts are put forward from three aspects.
