Study On NIMBY In Municipal Solid Waste Incineration Projects

The project of municipal solid waste incineration treatment is a necessary environmental protection infrastructure to solve the "garbage Besieged" problem in China and to promote environmental protection.However,when it brings positive environmental impacts to the public,it will also bring negative impacts on the environment and health of the residents in the surrounding areas.In recent years,people's environmental consciousness has gradually strengthened,paying special attention to their own living environment,especially for those who pay special attention to their surroundings in the construction of waste incineration project.Worrying about the negative externality of the waste incineration project,the residents around the project will oppose and obstruct the construction of the project around its living area in a strong emotional manner.The resulting NIMBY conflict incidents is also increasing.The evaluation of such projects influence the improvement of services that municipal solid waste incineration project provide and the long-term development of the project,so the NIMBY effect evaluation of these projects are very important,It has a long-term significance on alleviate the city garbage incineration project's NIMBY effect,improving city environment and the image of the city.This thesis takes the city garbage incineration project's NIMBY effect evaluation as main content,and uses Tianjin shuanggan garbage incineration project as an example,using the methods of factor analysis and fuzzy comprehensive evaluation to evaluate Tianjin Shuanggang waste incineration project's NIMBY effect.The main contents of the study are as follows:Firstly,summarize the achievements of previous studies about the city garbage incineration project's NIMBY evaluation,to form a preliminary thinking of writing;Secondly,give a detailed description of conceptions that relate to city garbage incineration projects and NIMBY,and define the study object and category combined with the theory of public goods,externality and sustainable development;thirdly,using SPSS statistical analysis software to test the reliability and validity of the survey data and calculate the index weight,using fuzzy comprehensive evaluation method to evaluate the NIMBY effect of Tianjin Shuanggang waste incineration project;Finally,accord to the quantitative evaluation's results to analyze the problems of the project,and put forward countermeasures.The results show that:firstly,need to take corresponding measures to relieve theNIMBY effect,because the NIMBY emotions of Tianjin Shuanggang waste incineration project surrounding residents is strong.Secondly,pay more attention to the problems in the three aspects of public participation,transparency of project information and risk recognition.Finally,need to solve the problem is that the risk perception of the lowest score,in the five aspects of Tianjin Shuanggang waste incineration project's NIMBY estimated scores.The innovation of this paper:a comprehensive review of the current situation of project nimby effect from the perspective of public management;using factor analysis and fuzzy comprehensive evaluation method to evaluate the project.
