Research On The Construction Of Environmental Emergency Management Mechanism Of Local Ecological And Environmental Departments

In recent years,China ’s environmental emergencies have remained at more than300 per year.Sources of environmental risk are various and numerous,the environmental situation is still grim。After the “8 · 12” incident in Tianjin Port in2015,China has fully carried out emergency management capacity building.In the same year,the new "Environmental Protection Law" was promulgated,which required the risk control,emergency preparedness,emergency response and post-recovery of environmental emergencies,and promulgated a number of environmental emergency management related methods,systems and guidelines,and the environmental emergency management capacity began to gradually improve.In2018,the institutional reform established the Emergency Management Department,which assigned the work responsibilities of 13 departments including the State Administration of Work Safety to the emergency management department,which did not include environmental emergency management.The main functional department of environmental emergency management is still ecological.Environmental department sound environmental emergency management mechanism avoid or reduce the occurrence of environmental emergencies,and reduce the environmental pollution and negative impact caused by environmental emergencies.As the subject of the most direct and comprehensive implementation of environmental emergency management,local ecological and environmental departments play a decisive role in regional environmental security and stability.To analyze current situation of the construction of environmental emergency management mechanism in local ecological and environmental departments,Study many strategies,are of great significance for strengthen pre-risk prevention and improve environmental emergency response capabilities.As one of the economic centers of the Inner Mongolia,Baotou was an early industrial city,a modern comprehensive industrial city,and an important base of basic industry in China,the current situation and existing problems of the environmental emergency management mechanism construction of the eco-environmental departments are representative,which can be used as a reference for the study of the countermeasures of the environmental emergency management mechanism construction of the local eco-environmental departments.Therefore,this article takes the construction of the environmental emergency management mechanism of the ecological environmentdepartment of Baotou City as an example for research.This article through consulting a large number of literature,got the current situation of environmental emergency management mechanism construction at home and abroad,sorted out the relevant theories and systems of environmental emergency management,based on the theory and thought of public management,taking the construction of the ecological environment emergency management mechanism in Baotou as a case study,integrate the advanced practices of environmental emergency management mechanism construction with the actual work of the grass-roots ecological and environmental departments,proposed countermeasures for the construction of emergency management mechanism of local ecological and environmental departments.The countermeasures of 5 aspects,the emergency prevention mechanism,early warning mechanism,co-processing mechanism,information disclosure and sharing mechanism,Post-mortem accountability,compensation,reward mechanism are studied and discussed emphatically.
