Study On The Countermeasures Of Rural Ecological Governance In Hubei Province Based On Governance Theory

The fourth Plenary session of the 19 th CPC Central Committee put forward a major strategic task,that is to promote the modernization of the national governance system and governance capacity.The modernization of ecological governance is an important part of the modernization of national governance.To promote the construction of ecological civilization can not be separated from the modernization of ecological governance.The report of the Nineteenth National Congress clearly put forward the strategy of rural revitalization,which provides a general grasp for our country to fill the short board of modernization construction and do a good job in the work of "three rural areas" in the new era.The basic requirement of rural revitalization is ecological revitalization,and ecological revitalization needs to manage rural ecology.How to promote rural ecological governance,improve the efficiency of ecological governance,and help rural revitalization is an urgent issue to be studied.Based on the theory of governance,based on the reality of rural ecological management in Hubei province,using literature research,case study,comparative study method and other methods,theory with practice,the Hubei rural ecological management through the research of the history,current situation and problems,and put forward the countermeasure of optimizing rural ecological management in order to improve the rural ecological management ability,and provide beneficial reference to promote rural revitalization.First of all,based on the existing research results of the academic community,this paper analyzes the coupling between rural revitalization and rural ecological governance in combination with the modernization theory of governance and ecological governance,put forward that good rural ecological management should have three characteristics,which provides theoretical support for this research.Secondly,this paper studies the status and problems of rural ecological management in Hubei province.The rural ecological governance in Hubei province is carried out under the background of national ecological governance,Combing the context of its historical development is of fundamental significance to the analysis of current rural ecological governance and problems.The rural ecological governance in Hubei province has achieved good results,but there are still some problems,mainly manifested as: the contradiction between social development and ecological governance,the government's ecological governance effect is low,the government's environmental governance supervision ability is weak,the ecological environmental responsibility consciousness not enough,the concept of ecological governance lags behind.Finally,based on the successful experience of foreign countries,based on the governance theory and combined with the basic requirements of the rural revitalization strategy,according to the three basic requirements of good rural ecological governance,this paper puts forward some countermeasures and Suggestions for optimizing the rural ecological governance in the aspects of rural planning guidance,managementmechanism,system guarantee and governance subject.
