Research On Collaborative Management Of Rural Ecological Environment Under The Background Of Rural Revitalization

In In the past three decades,in pursuit of rapid economic development and higher living standards,human beings have continuously occupied ecological resources,polluted the living environment,and made the ecological environment in tatters.In addition to the pollution sources from production and life,such as livestock manure,domestic sewage and household garbage,and some pollution transferred from cities,the original stability and balance of the ecological environment,which used to be the biggest advantage of rural areas,has been gradually broken.Therefore,the comprehensive management of the ecological environment has become one of the core issues in the current comprehensive deployment and implementation of the rural revitalization strategy.In order to solve the environmental macro dilemma,we should base on the micro subject and find the way to solve the environmental problems from different subjects.Combined with a variety of governance case,the rural areas of our country in the process of environmental governance,must rely on the country revitalization strategy,form a good situation of collaborative governance,let enterprises,social organizations and peasants become the main force of environmental governance,combined with existing government forces,strengthen environmental ruling ability better,more effectively improve the quality of environment.Under the background of rural vitalization,how to construct the rural ecological environment governance structure with government,enterprises,social organizations and farmers in one,how to realize ecological vitalization through the innovation of rural ecological environment governance system,and how to contribute to the construction of "beautiful countryside" is the core theme of this paper.Based on Y town after carried on the thorough understanding of the present situation of the ecological environment,Y town at present problem effective crack path should be from multiple subject to collaborative governance of the ecological environment,further analysis of the case,to explore the main structure of the existing ecological environment governance constraints,from the government,enterprises and peasants with four main body and the social organization,puts forward they shouldundertake the social responsibility of and countermeasures for ecological environment of collaborative governance,mobilize the forces of the society from all walks of life,form the co-construction and sharing work of the new situation of the ecological environment.This paper is composed of the following six parts:Part one: preface.This paper mainly expounds the background,research purpose and significance,research contents and methods,research status and reviews,as well as the innovation and shortcomings of the research.Part two: concept definition and theoretical basis.It mainly includes the definition of relevant concepts and the generalization of theoretical basis,as well as the interpretation of the relationship between the implementation of rural revitalization strategy and the governance of rural ecological environment.Part three: the investigation and analysis of the status quo of rural ecological environment and collaborative governance in Y town.Through the in-depth investigation of the basic situation and current situation of y-town in Leshan city,and the induction and analysis of the information obtained from the interview,the main practices of Y town in rural ecological environment management and the achievements achieved so far are summarized.Part four: analysis of the problems and causes of the eco-environmental collaborative governance in Y town.Starting from the existing ecological environment governance problems,this paper analyzes the reasons for the "non-coordination" of ecological environment governance among different subjects,and provides a targeted basis for proposing the ecological environment governance strategy from the perspective of collaborative governance.Part five: in view of the existing problems and causes,the author proposes the way to strengthen the governance bodies of Y town to carry out collaborative governance of the rural ecological environment.From the perspective of different subjects,this paper explores the solutions to the current ecological environment problems,as well as the operational strategies to strengthen the collaborative governance among different subjects,so as to explore a new collaborative governance model on the basis ofsafeguarding the interests of each governance subject.Part six: conclusion.Based on the summary of the whole research,the future development of the eco-environmental collaborative governance system under the background of rural revitalization is put forward.
