As an important branch of Bohai Bay,Yingkou Port is responsible for the protection of its cleanliness.Due to its narrow outlet to the sea and weak sea water exchange capacity,Bohai Bay is the most polluted sea area in China and is in a sub-health state.With the integration of Yingkou port and Dalian Port,the number of ships arriving at the Yingkou port is increasing,and the risk of water pollution caused by ships' sea navigation is greatly increased.Moreover,the sea pollution caused by illegal discharge of water pollutants by ships at sea cannot be ignored.In this paper,the ships' water pollutants reception and treatment situation in Yingkou Port was summarized,and risk identification and ranking of water pollutants illegally discharged by ships are carried out,by establishing the model of fuzzy comprehensive evaluation,the risk of illegal discharge of water pollutants from ships in Yingkou Port is evaluated,combined with years of work experience in maritime pollution prevention and control,the author puts forward some countermeasures to control the pollutants from ships so as to prevent the pollution of sea area caused by the illegal discharge of water pollutants from ships.First of all,this paper lists all the possibilities of illegal discharge of water pollutants by ships in Yingkou Port,divides the illegal discharge events of water pollutants into 4 items and 14 sub-items,and conducts risk analysis and ranking of incident hazard sources,and concludes that the discharge risk of oily sewage is the greatest.Then,the sea area environment,navigation environment,port conditions,ship factors,human factors and management level of six first-level evaluation indicators and 20 second-level evaluation indicators are determined.The index weight value was determined by AHP,the index membership degree was determined by questionnaire survey,the evaluation set was divided into five levels according to the pollution degree from light to heavy,and the fuzzy comprehensive evaluation model was established.Finally,the risk assessment for the water pollutants discharging from ships at Bayuquan and Yingkou old port are carried out respectively,and then the risk of water pollutants discharging at Yingkou port is determined to be at middle and low risk,and then the risk of water pollutants discharging from ships at Yingkou Port is at middle risk,and the corresponding countermeasures are put forward.
