Research On The Function Of Dalian Government In Urban Living Garbage Classification Management

With the improvement of China's urbanization level,the growth rate of urban population has reached 40.43%in 10 years.The rapidly increasing urban population will produce a large amount of household garbage every year.Data from the national bureau of statistics(NBS)showed that in 2018,21.473 million tons of municipal solid waste was produced.These household garbage bring great pressure to the surrounding environment of the town.How to turn these household garbage into treasure and realize the recycling of domestic garbage has become a big problem troubling the Chinese government.Therefore,the classified recycling of domestic garbage is the only way for China's urban construction and development.Developed countries have been carrying out the classification and recycling of domestic waste for decades,and have achieved remarkable results.On the one hand,they have protected the ecological environment and saved land resources in the inner city,on the other hand,they have established a clean and tidy image of the city.On Dec 20th 2017,Dalian governmnt issued a decree about household garbage.It marked the beginning of the compulsory classification of municipal solid waste.The Dalian government hopes to basically establish relevant systems and standard systems for garbage classification in urban areas by the end of 2020,with public institutions and related enterprises fully realizing compulsory classification and forming a household garbage classification model that can be copied and promoted.The implementation of the policy depends on the role of the government.From the whole country.there is still no mature,replicable experience in the mainland that is suitable for China's national conditions.Therefore,it is of great value to study the role of Dalian government in promoting the classification of household garbage,which is conducive to finding out the difficulties in the process of promoting the current work,putting forward countermeasures and Suggestions for the future work,and responding to the national call to realize the goal of garbage classification management in the 12th five-year plan.In this paper,Dalian was selected as the research object,which analyzes the recycling development of Dalian municipal solid waste from the perspective of recycling economy and studies the role of Dalian municipal government in this work in combination with the theory of public governance Through the methods of literature analysis,field survey and questionnaire survey,the basic situation of household garbage classification and treatment in Dalian was understood This paper analyzes the reasons for the insufficient effect of dalian municipal government on household garbage classification and public management,and puts forward specific Suggestions based on the practical experience of representative cities at home and abroad.Since 2017,Dalian has made improvements in household garbage management.However,in the actual household garbage classification process,there are still some problems such as residents' lack of awareness,lack of supervision on household garbage treatment,and no reward and punishment mechanism,etc.,leading to the need for further improvement in the effectiveness of household garbage classification in Dalian.This paper believes that the government should give full play to the government's supervision and guidance role,from the actual,to find out the causes of foreign experience in the domestic acclimatize,to take the characteristics of Dalian,China garbage classification management principle,according to local conditions is the principle to play the role of the government.
