Research On The Function Of Guangzhou Government In Household Garbage Classification And Disposal

With the development of social production, the amount of discharged domestic waste isincreasing year over year. However, the land for garbage disposal is less and less; meanwhile,hazard to environment caused by garbage becomes more unnegligible. So it is moreimportant that garbage be minimized, recycled and decontaminated, under the circumstancesof initiating a life of environmental protection and healthy low carbon today. Guangzhou isthe first city in the mainland of China to overall start the battle of garbage classification anddisposal, without any mature experience or cases for reference. Therefore, it is far moremeaningful to do some study on the function of Guangzhou government on pushing urbanwaste sorting and disposal, which is not only beneficial for the government to sort through itsmanagement concept in providing public service like garbage sorting and disposal, but alsoclarifying the relationship among different sections of the government. Furthermore, thisstudy is helpful for other cities in the mainland of China when they carry out the same workby providing valuable experience such as operating methods and standardized managementby law and regulations.Urban waste sorting and disposal is a systematic engineering. By using literaturereviews and interviewing, this paper finds the role defect of Guangzhou government on urbanwaste sorting and disposal, and explores the deep reasons caused by this defect.Bring out itscountermeasures and suggestions on taking experience in other cities for reference tostrengthen the government function on urban waste sorting and disposal, so as to providereference for Guangzhou government in its improving the supply of public service on urbanwaste sorting and disposal, making scientific supply policies and constracting newadministration policies.With characteristics of non-rivalry and non-excludability, the work of urban wastesorting and disposal is surely one of the services provided by the public sections of thegovernment. The initial task of the government is to make a top-level design, and then toperform supervision. By reviewing the past four years’ work, we can see apparently that thework efficiency was reduced because of the institutional deficiency and supervision vacancy.The government took on everything. The paper concludes that, it is citizen oriented, rule by law and limited government that is the principle and magic key for the public sections toinsist in the processing of urban waste sorting and disposal.
