Study On Comprehensive Safety Evaluation Of Catering Ships In Heilongjiang Water Area

With the continuous development of the tourism industry,the number of catering ships in Heilongjiang water area has surged,affected by the particularity of meteorology and hydrology,the safety supervision of catering ships in Heilongjiang water area is very different from other aquatic ships,in order to guarantee the navigation safety of ships in Heilongjiang water area and ensure the safety of catering ships,it is very important and necessary to evaluate the comprehensive safety of catering ships in Heilongjiang water area.This paper introduces the hydrology and meteorology of Heilongjiang water area,waterway grade and maritime management,etc,discusses the management status of catering ships in Heilongjiang water area,and analyzes 6 safety risks and influencing factors of catering ships in Heilongjiang water area.Through questionnaire and analytic hierarchy process,the comprehensive safety evaluation index of catering ships in Heilongjiang water area is constructed.The first-level indicators are natural environment factors,crew factors,ship factors,navigation factors and management factors,while the second-level indicators include 16 indicators such as wind level and flow rate.Combining quantitative analysis with expert scoring,the weights of each evaluation index are determined,based on the unascertained measure theory,the measure function of index is constructed and the comprehensive safety evaluation model of catering ships in Heilongjiang water area is established.Take Heilongjiang water area catering ship "X X Sen" as an example,the safety risk of the ship was evaluated synthetically,and the evaluation result is consistent with the grade recognized by the Maritime Safety Administration,which verified the effectiveness of the comprehensive safety risk evaluation model for catering ships in Heilongjiang water area.The research results of this paper can prevent the accident of catering ships in Heilongjiang water area,guarantee the navigation safety of catering ships in Heilongjiang water area,and provide technical support and reference basis for the supervision of catering ships by maritime authorities.
